Questions and Answers regarding Solicitation # SAQMMA11R0213 – ILEA Roswell
Facilities Management, Maintenance and Delegation Logistics Support Services
Question 1: Will the current ILEA-Roswell training facilitation contractor be retained at
Roswell or will a new solicitation be released for ILEA-Roswell training facilitation?
Answer 1: The ILEA Roswell training vendor is being selected under another competitive solicitation. It will be available for viewing on FedBizOpps sometime in the near future.
Question 2: Does the scope of work for the subject solicitation allow the facility management and maintenance contractor to provide any training to students?
Answer 2: No. Training is not covered within the scope of this requirement.
Question 3: If a company has a HUBZone certification application in process and has been past self-certified, will they be allowed to bid on the contract and receive an award in anticipation of
HUBZone certification?
Answer 3: See FAR Subpart 19.1303(d)
“To be eligible for a HUBZone contract under this section, a HUBZone small business concern must be a HUBZone small business concern both at the time of its initial offer and at the time of contract award.”
In summary, if a firm is not a certified HUBZone firm by the time it places its initial offer then the firm will not be considered qualified to submit an offer. If the firm submits an offer anyway it will be rejected by the Government immediately without further review or comment.
Question 4: Has the type of contract changed or the NAICS size standard changed for this solicitation?
Answer 4: The contract type for this solicitation is Firm Fixed Price. The NAICS Code is
561210.
Question 5: I was wondering if you might be able to clarify, at your convenience, whether
SAQMMA11R0213 is the mature version of SSN PR846530, that they are indeed the same opportunity.
Answer 5: SSN PR846530 is a Sources Sought special notice for instruction and facility services. The requirements under SAQMMA11R0213 are for facility management, maintenance and logistics support services only. The scope does NOT include training/instruction.
Question 6: Who is the incumbent for the work that is currently being done for this solicitation?
Answer 6: The prior program was administered utilizing a Cooperative Agreement with New
Mexico Institute of Mining and Technology. The Agreement expired March, 2011 and there is currently no program underway at the facility.
Question 7: Is the procurement SAQMMA11R0213, International Law Enforcement Academy-
Roswell Facilities Management, Maintenance & Logistics Support Services, the same as the cancelled procurement, INL-11-ILEA-Roswell, International Law Enforcement Academy
Roswell Training?
Answer 7: They are not the same procurement. A training requirement is to be posted separately from the requirements laid out under SAQMMA11R0213. The only thing that is similar about the two requirements is that the place of performance is the ILEA Roswell facility.
Question 8: The FBO Notice states "The Government is conducting a single source selection under this solicitation and intends to award one (1) contract by conducting a 100% HUBZone set-aside competition in accordance with FAR Part 15. We anticipate a one year contract with four one-year options which the Government reserves the right to unilaterally exercise any or all one-year options (IAW FAR 52.217-9 Option to Extend the Term of the Contract)."
- Do you intend on issuing a sole-source award for this requirement? Or does that passage just mean that the Contracting Office anticipates awarding a single contract to a Hubzone company?
Answer 8: No, a sole-source award is not anticipated for this requirement. The Department anticipates awarding a single, firm-fixed price contract as a result of the issuance of this 100%
HUBZone set-aside solicitation.
