FA485521Q0001 – Combat Arms Training and Maintenance (CATM) Range Maintenance

Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Request for Quotation (RFQ) number FA485521Q0001 shall be used to reference any written quote provided under this RFQ.

The RFQ document and incorporated provisions and clauses (Attachment 5) are those in effect through Federal Acquisition Circular 2020-09; Effective 10-26-2020 and DFARS Effective 10- 01-2020 and AFFARS 10-01-2020.

This is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB).

The North American Industry Classification System (NAICS) code for this project is 562910 with a size standard of $22M.

The purpose of this combined synopsis and solicitation is to request quotes for a Combat Arms Training and Maintenance (CATM) range service requirement at Cannon Air Force Base (CAFB), New Mexico, in accordance with Attachment 2 - Performance Work Statement (PWS). The contractor shall provide all management, tools, supplies, transportation, materials, equipment, and labor necessary to inspect, clean, and maintain the designated equipment and facility components of the covered CATM small arms firing range at CAFB in a manner that will ensure their serviceability, reliability and operation. The Government intends to award a single, firm fixed price (FFP) contract from this RFQ.

Period of Performance:

Base Year: 15 December 2020 - 14 December 2021 Option Year 1: 15 December 2021 - 14 December 2022 Option Year 2: 15 December 2022 - 14 December 2023 Option Year 3: 15 December 2023 - 14 December 2024 Option Year 4: 15 December 2024 - 14 December 2025

Place of performance: Cannon AFB, NM 88103

FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (Jun 2020) applies to this acquisition and the following addendum applies:

Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”

Paragraph (c) first sentence revised as follows: “The offeror agrees to hold the prices in its proposal firm for 60 calendar days from the date specified for receipt of proposals, unless another time period is specified in an addendum to the proposal.”

RFQ due date: 4 Dec 2020 RFQ due time: 12:00 PM Mountain Time

All proposals must be sent to kasheka.codner@us.af.mil and arthur.morales@us.af.mil. Anything otherwise may be considered nonresponsive. You may wish to place a read/delivery receipt.

FAR Provision 52.212-2, Evaluation -- Commercial Items (Oct 14), applies to this acquisition.

All information regarding the evaluation criteria and basis of award are outlined in Attachment 1

– Instructions to Offerors / Basis of Award / Evaluation Criteria.

Past Performance Information Retrieval System (PPIRS) will be used as part of the responsibility determination made IAW FAR 9.104-1. The Government reserves the right to obtain information relative to present and past performance on its own.

All questions regarding this RFQ must be emailed to the Contract Specialist (CS), Kasheka Codner at kasheka.codner@us.af.mil and the Contracting Officer (CO), Arthur Morales at arthur.morales@us.af.mil by 27 Nov 2020 at 12:00 P.M. Mountain Time.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

The applicable FAR, DFARs and AFFARs provisions and clauses applicable to this solicitation are included in Attachment 5: Provisions and Clauses.

A site visit/preproposal conference will not be held for this requirement due to COVID-19 concerns. See Attachment 4 for photos of the facility. Note: During contract performance, all contractor employees must follow New Mexico and CAFB COVID-19 guidelines.
