About this file

This is a Sole Source Justification for a bridge contract to provide telecommunications and commercial telephony services at Naval Air Station Key West, Florida and surrounding annexes. The requiring activity is the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT), and the contracting activity is NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Code 215.2 in Norfolk, Virginia 23511-3392. The incumbent contractor, BellSouth dba AT&T, will continue providing integrated, switched voice and data telecommunications services via Central Office-based dial tone facilities. AT&T currently owns all termination equipment, buildings housing equipment (Government-furnished easements), and the Outside Cable Plant providing electronic delivery of commercial telephony services to end users. The bridge contract has an 8-month base period from June 1, 2026 through January 31, 2027, with a 4-month option extending through May 31, 2027 (estimated costs are redacted). The contract is being awarded as a simplified commercial acquisition under 41 U.S.C. 1901 and FAR 13.501.

This bridge contract is necessary because the prior GSA contract is expiring and the telecommunications industry is discontinuing support for legacy analog Centrex technology currently provided. A new competitive procurement based on internet-based telecommunications technology is planned as a split-award linking multiple base communications offices with expiring legacy contracts; however, insufficient time exists to complete the new competitive procurement before the existing contract terminates. Contributing delays include delayed receipt of the new procurement request (February 2026) due to funds availability and a 44-day Government shutdown beginning October 1, 2025. A different vendor could not provide equivalent service within the timeframe because AT&T owns all existing infrastructure and a new vendor would require building comprehensive commercial telephony distribution networks from scratch using obsolete technology no longer supported by industry. The Government posted a Request for Information in December 2025 and identified multiple capable sources for the follow-on competitive requirement. The bridge contract includes FAR clause 52.217-8 for a 4-month option extension to reduce future bridge risks. The Contracting Officer determined the anticipated cost is fair and reasonable.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting other than full and open competition is 41 U.S.C.1901, as implemented by FAR 13.501, Simplified Procedures for Certain Commercial Products and Commercial Services.

5. Rationale Justifying Use of Cited Statutory Authority.

The prior contract was a GSA-issued contract to provide voice services to NAS Key West and the surrounding areas including Trumbo Point Annex, Boca Chica Annex, Sigsbee Park Annex, Branch Health Clinic Annex, Trumbo Fleming Annex and Truman Annex. The reason for the requested bridge contract is not due to protest, urgency, or delays during evaluation. Receipt of the new procurement request was delayed to February 2026 in part due to funds availability and the requiring activity pursuing and researching the appropriate acquisition solution for their requirements as these legacy, analog Centrex phone services that are provided under the existing contract are currently being phased out by industry and implementing a full length new effort contract under the legacy technology will no longer be supported by industry. These problems were compounded on 01 October 2025 as there was a lapse in appropriations resulting in a 44-day Government shutdown. The new requirement contract vehicle based on new (most likely internet-based) telecommunications technology has been decided upon and will be a split-award that is competitively awarded, linking together other base communications offices that also have legacy CENTREX contracts that will be ending in the near future and 100% replaced by new technology. This new contract will be a brand new requirement enabling all future voice services contracts managed by NCTAMS LANT to be administered under a single contract vehicle, which will allow the Government to solicit for all these contracts at the same time increasing Government efficiency and purchasing power. Due to this, there will be an unavoidable gap in services at the end of the prior contract and the new contract vehicle which must be filled with a temporary, interim solution, so that the installation does not lose telephone voice service. There is not sufficient time to compete the new effort contract before the existing contract ends, and as discussed above, doing so would also prevent alignment of the various NCTAMS LANT voice services requirements which acquisition strategy for this new requirement. The only alternative to issuing a short-term bridge would be to compete a new requirement on legacy technology, however as discussed above, the telecommunications industry is discontinuing support of infrastructure so that course of action is not possible in this case. Even if, in theory, another vendor was willing to provide obsolete technology, it would require building out new infrastructure, since AT&T owns all the existing equipment (see paragraph 3 above). This would be impossible to accomplish to in a few months and would also be economically non-sensical, given that this technology is now obsolete and no longer supported by industry.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.

As discussed above, the new awarded contract. A Request for Information (RFI) was posted in December 2025 to generate robust competition for this follow on contract. The government has identified multiple capable sources and the new requirement will be competed. The interim bridge contract will include a 8-month base, and FAR clause 52.217-8 Option to Extend Services clause for an additional 4-month extension to reduce the risk of a future bridge contract. Additionally, future bridges are unlikely since this bridge is the result of a unique situation where an interim solution is needed due to industry sunsetting a certain type of technology, and is not a scenario that is likely to be repeated. The proposed bridge action is not the intended follow-on for the prior contract, and is not being awarded pursuant to the authority of FAR 6.302-1, but is only an interim solution intended to allow continuation of services until the new follow on contract has been awarded. The follow on contract is intended to be awarded competitively and as discussed above, the RFI has already been posted in order to generate competition. Based on the responses to this RFI, the government has identified multiple capable sources and the follow on requirement will be competed. As the actual long-term solution to this requirement will be competed, the contracting activity has already maximized the competition possible for this requirement. The requirement will be publicized as required by FAR 5.2.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

As detailed above in paragraph 6, multiple sources have been identified in the solicitation of the new procurement as a result of market research and issuing the sources sought, and the follow on requirement will be competed. Therefore, there are no barriers to future competition which may need to be removed.

9. Contracting Point of Contact. The point of contact at NAVSUP Fleet Logistics Center Norfolk Contracting Department, is James Keegan, Code 215.1, who may be reached at (757) 443-1419 or by e-mail at james.p.keegan7.civ@us.navy.mil; or Samantha Balance at 564-230-2642 or by email at samantha.a.ballance.civ@us.navy.mil.
