About this file
This is a Performance Bond document template for a construction contract involving the City of Meriden, Connecticut, Parks & Recreation Department and a contractor for the Hubbard Park Pool Filtration System refurbishment project. The performance bond serves as a guarantee that the selected contractor will faithfully perform all obligations outlined in the underlying contract for the complete replacement of the pool's filtration infrastructure at 999 West Main Street, Meriden. The bond secures the contractor's commitment to install new equipment including main drain sumps with 10-inch schedule 40 PVC piping, 8-inch schedule PVC wall inlets/returns piping, a new pump and strainer capable of 680 gallons per minute with six-hour turnover design, high-pressure sand horizontal filters, and Bray valves with stainless steel stems. A mandatory pre-bid meeting is scheduled for December 3, 2025, at 10:00 a.m. at the project site, with written questions due by December 10, 2025, at 4:00 p.m., and final bids due no later than 11:00 a.m. on December 17, 2025. The contract will be awarded as a lump sum based on technical capabilities, licensing compliance with Connecticut state requirements (Swimming Pool Builder, Swimming Pool Plumber, and Home Improvement Contractor licenses), and demonstrated experience completing similar projects within the last five years.
The performance bond amount will be set at the full contract value, with the sample construction contract referencing a potential contract value of $2,243,250.00. The City of Meriden requires a bid bond of 10 percent of the bid amount and mandatory 100 percent performance and labor/material payment bonds from the selected contractor. Successful bidders must maintain comprehensive insurance coverage including $1,000,000 in General Liability and $1,000,000 in Umbrella/Excess Liability coverage, with the City of Meriden named as an Additional Insured. The procurement includes local preference provisions under Meriden City Code Section 3-14, allowing city-based businesses submitting bids within 10 percent of the lowest bid to accept the award at the low bid amount if they respond within one business day of bid opening. Minority business enterprises are encouraged to participate, with all bidders required to submit a Bidder Contract Compliance Monitoring Report addressing nondiscrimination policies, affirmative action plans, and employment demographics in compliance with Connecticut Commission on Human Rights and Opportunities Contract Compliance Regulations. The contractor must adhere to NSF and VGB standards and Connecticut Department of Public Health Code and Regulations throughout contract performance.
