Salt Lake Valley Transfer Station PT Deck-Pit Repair – Technical Specifications Summary

This document consists of technical specifications and procurement requirements for the Salt Lake County Facilities Management Division's Post-Tension (PT) Deck and Pit Repair project at the Salt Lake Valley Transfer Station located at 502 West 3300 South, Salt Lake City, Utah 84115. The Work encompasses all divisions (01 through 33) of the project specifications and includes repair of the post-tension concrete deck surface and replacement and repair of the pit surround with metal treatment. The Architect is HHY Associates (2180 South 1300 East, Suite 210, Salt Lake City, Utah 84106). The project is scheduled under a single prime contract with Notice to Proceed expected in fall 2026 (October 2026), identified as the optimal timeframe for the Transfer Station facility to accommodate construction operations. The Contract Documents include detailed provisions for substitution requests (both during and after the bidding phase), contract modification procedures, payment applications, project management and coordination, construction progress documentation, submittal procedures, quality requirements, and closeout procedures.

The specifications establish comprehensive administrative and procedural requirements for the Contractor, including mandatory submission of a schedule of values, detailed Contractor's construction schedule using Critical Path Method (CPM) with no individual activity exceeding 20 days, and Cost-loaded schedules coordinated with payment applications. Progress payments are due by the 25th of each month for work completed through the end of the previous month, with applications requiring three signed and notarized original copies submitted to the Architect. The Contractor must comply with strict work restrictions including a non-smoking facility policy (no smoking within 25 feet of building entrances), controlled substance prohibitions, employee identification requirements, and drug and background screening compliance. The specifications require submission of multiple schedules and reports including a startup construction schedule within 14 days of Notice to Proceed, submittal schedules coordinated with the construction schedule, weekly material location reports, and daily construction reports documenting weather, personnel, deliveries, and unusual events. All submittals must be prepared as PDF packages and transmitted via email, with 15 days allowed for initial review and 21 days for sequential review involving consultants or Owner approval.
