About this file
This is a Statement of Salient Characteristics document for a federal fuel procurement by the 21st ATF (Air Task Force). The requirement is for 32,386 gallons of JA-1 aviation turbine fuel with additives, issued as a single line item (CLIN 0001) with a quantity of 1 Each (EA). The fuel must be delivered using equipment capable of offloading through either the R-11 bottom-loading system or via controlled top loading through the manhole without free-fall. Tank truck delivery with pump systems is acceptable, provided the vendor supplies all necessary hoses, adapters, and couplers to interface with the R-11 bottom-loading configuration.
The vendor is required to provide a Certificate of Analysis (COA) for each batch delivered, containing laboratory-verified results for density, flash point, sulfur content, water and sediment, and additive concentrations to ensure full compliance with applicable JA-1 specifications. This salient characteristics document establishes the baseline requirements for qualified vendors submitting proposals for this aviation fuel supply contract.
