About this file

This is a Questions and Answers document for solicitation FA523426Q0015 regarding fuel requirements for Saipan.

The solicitation requires a total of 32,386 gallons of JA-1 fuel delivered to Saipan over the full contract duration, with recurring deliveries needed to replenish fuel consumed by equipment. The government cannot provide an exact daily consumption rate but indicates that delivery frequency would depend on the delivery method: if filling barrels directly, daily refills via tank truck with pump could be supported; if filling an R-11 mobile fuel tank, deliveries would likely be needed every couple of days. The primary delivery location is on-site at C-town for barrel filling, or at a designated fill stand/fueling area or the airport staging point for R-11 refueling, providing flexibility in delivery logistics. The R-11 mobile fuel tank will serve as the primary method for filling barrels and uses bottom-loading couplers for transfer, unless a contractor capable of providing a tank truck with pump to service multiple sites on a recurring basis is secured. The actual place of performance is Saipan, despite documentation showing a ship-to address of JBPHH, as Saipan lacks its own Defense Logistics Agency Activity Address Code (DoDAAC).

QUESTIONS AND ANSWERS FUEL REQUIREMENT FOR SAIPAN

SOLICITATION – FA523426Q0015

1. Is the 32,386 gallons a one-time delivery?

a. No. This represents the total volume required over the full duration of VS. We will need recurring deliveries to replenish fuel consumed by the equipment.

2. If not, how many gallons per delivery per day, and how many days?

a. I cannot provide an exact daily consumption rate. If we are filling barrels directly, a tank truck with a pump could support daily refills. If we are filling an R-11, deliveries would likely be needed every couple of days, and the R-11 could travel to the designated fill stand or fueling area as needed.

3. Where is the delivery location?

a. If we are filling barrels, delivery will occur on-site at C-town. If we are filling the R-11, we have flexibility: the truck can come to the fill stand, or the contractor’s truck can meet us at the staging point—most likely the airport— to refill the R-11.

4. Please provide a photo of the connection point of the fuel storage tanker/equipment that the fuel will be transferred to.

a. See attached photos. The R-11 will serve as the mobile fuel tank and will be the primary method for filling the barrels. This remains the plan unless we secure a contractor capable of providing a tank truck with a pump that can service each site on a recurring basis. The second and third photos show the bottom-loading couplers used to fill the R-11. The fourth photo is self-explanatory based on its caption.

5. The place of performance was not clear so I just wanted to know if whether the JA-1 fuel will be delivered to JBPHH or in Saipan? The way I am reading the attached documents is that the fuel is for Saipan but will be delivered to JBPHH.

a. The fuel will be delivered to Saipan. Since Saipan doesn’t have a DoDAAC we had to put our own, which has it ship-to to JBPPH, but that is not where the fuel needs to be delivered.
