About this file
This document outlines the salient characteristics for a Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) fuel requirement. The requirement is for 32,386 gallons of JA-1 aviation turbine fuel with additives, issued as a single contract line item (CLIN 0001) under a lot-based procurement. The fuel must be delivered using equipment capable of offloading through either the R-11 bottom-loading system or via controlled top loading through the manhole without free-fall, with tank trucks equipped with pumps being acceptable provided vendors supply all necessary hoses, adapters, and couplers for R-11 bottom-loading configuration compatibility.
The vendor is required to provide a Certificate of Analysis (COA) for each batch delivered, which must include laboratory-verified results for density, flash point, sulfur content, water and sediment levels, and additive concentrations. All fuel must comply fully with applicable JA-1 specifications. The document does not specify pricing terms, delivery dates, response deadlines, or evaluation criteria, as it presents only the salient characteristics defining the technical and quality requirements for the fuel delivery.
