QUESTIONS AND ANSWERS
1. We have multiple Microsoft Gold and Silver Competencies, SharePoint MVPs and Certified Masters including the only SharePoint MCM with Top-Secret security clearance; what specific Microsoft, Gimmal or other technical qualifications, certifications, etc. are required to be awarded this contract?
Answer: Microsoft SharePoint certifications and experience installing, configuring, and deploying Gimmal’s Compliance Suite Pro MIL-STD 5015.2 compliance records management solution will be considered as part of the technical evaluation. SharePoint MCM certification clearly would indicate competency with SharePoint, but not necessarily CSPro competency / experience. There is no security clearance requirement associated with this effort.
1. What GSA or other registrations, approvals, designations, certifications, background checks, security clearance levels, or similar must the vendor possess to be awarded this contract?
1. For each, please identify which ones we must possess at the time we submit our response and which can be obtained upon award.
Answer: Contractor employees requiring access to DCMA systems must complete a security background check associated with obtaining a DoD Common Access Card (CAC). Employees configuring SharePoint or CSPro may require level I or II 8570 certification.
1. Are audited or certified financials required to be awarded this contract? Please provide details.
ANSWER: No.
1. Are any specific accounting methods required (e.g. DCAA compliance) to be awarded this contract? Please provide details.
ANSWER: No.
1. With regard service delivery:
4. Do you anticipate a mix of on-site and remote project delivery? We sometimes find it advantageous to be onsite during discovery meetings, training, etc. however we typically perform development work offsite. We also script-install all software so that the installation is standardized and repeatable; this methodology reduces project costs and risk, and enables us to deploy software remotely.
Answer: We do anticipate a mix of on-site and remote project delivery. The majority of on-site delivery will occur during the discovery and iLab phase and occasionally during project execution to support status updates and problem resolution. The primary on-site location will be at the DCMA Software Development Center (Skunkworks – Alexandria, VA) or in the vicinity of the National Capital Region.
4. On a scale from 1 to 5 where 1 represents all onsite project delivery and 5 represents all remote project delivery, can you please rank your preference on this continuum? Answer: 4
4. At which of the following locations will the majority of onsite services be required? Please provide percentages if possible: Answer: Virtual 70%; Skunkworks: 25% ; Carson 5%

1. What documents are required for the proposal submission, i.e. is it limited to only the following:
5. “Pricing Spreadsheet”
5. “Compliance Suite Performance Work Statement”
ANSWER: No, your proposal is not limited to the two forms listed above. However, it is required that you submit these forms with your proposal.
1. With regard to the project hours that are already provided in in “Pricing Spreadsheet” form; are we to use those exact hours in our submission and only provide our fully burdened rate or are we to provide our own service hours for each service line?
Answer: Use the exact hours shown on the Pricing Spreadsheet and please quote fully burdened rates.
1. Who developed the project plan and hour estimates that are provided in the RPF materials?
Answer: The acting Electronic Document Records Management Program Manager.
1. The RFP indicates the criteria for evaluating responses on page 6 in the Synopsis document but does not provide a point total or percentage for each criteria; can you please provide details (points or percentages) for each of the criteria that will be used to score proposals?
ANSWER: Given, that this will be a lowest price technically acceptable decision there will not be a point or percentage system used to evaluate offers. In order for an offer to be considered for award the offer must be rated with an ‘acceptable’ rating in all non-price factor. If an offer has been rated ‘acceptable’ in all non-price factors and has the lowest offered price to the Government that offer will be selected for award.
1. Will our experience, credentials and qualifications be part of the evaluation and if so, can you please provide details on how we submit this information (i.e. we typically provide a comprehensive response to RFP solicitations that contains this information however, the RFP submission forms do not appear to require it).
Answer: Please provide descriptive information of the professional services offered by your company. Specifically, team position descriptions with minimum qualifications for junior and senior: SharePoint, Program Management, Compliance Suite Professional (CSPro) and Records Management personnel / Subject Matter Experts {SME). Also provide resumes for supporting team members projected to support the DCMA CSPro effort if your company is awarded the contract.
