About this file

This fiscal procedures attachment is part of a solicitation issued by the Southern Paiute Charter School Authorizer (SPCSA) in Nevada for charter school authorizer evaluation services. The document establishes the financial and administrative requirements that successful bidders must follow throughout the contract term, including procedures for invoice submission, payment processing, budget management, and financial reporting obligations. The attachment outlines mandatory accounting practices, documentation standards, and compliance protocols that contractors must implement to ensure proper stewardship of public funds and maintain audit readiness throughout the contract period.

The fiscal procedures document specifies requirements for maintaining separate accounting records, submitting detailed invoices with supporting documentation, and adhering to Nevada state accounting standards and Generally Accepted Accounting Principles (GAAP). Contractors are required to implement internal controls, maintain an audit trail for all financial transactions, and provide quarterly financial reports to the SPCSA. The procedures establish guidelines for allowable and unallowable costs, require competitive bidding for subcontractor services, and mandate that contractors maintain insurance and bonding as specified in the main contract terms. All financial records must be retained for the duration of the contract plus a minimum retention period as required by Nevada law, and contractors must comply with all state and federal regulations governing public fund expenditures.
