About this file
This document is a Q&A related to an RFP (Request for Proposals) for a grazing lease at the Fort Churchill State Park in Humboldt County, Nevada. The RFP seeks proposals for a new three-year grazing lease agreement to operate and manage a livestock grazing operation within the 2,500-acre park. The RFP allows for a maximum of 2,400 Animal Unit Months (AUMs) per year and sets a minimum bid of $13.37 per AUM, or a total annual minimum of $32,088. Key deadlines include a pre-proposal site visit on October 30, 2024, a question submission deadline of November 7, 2024, and a proposal submission deadline of November 21, 2024, with an anticipated award on December 10, 2024. The proposed lease term is from January 1, 2025 to December 31, 2028, with a potential one-year extension.
The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. There is also no information provided about any incumbent vendors or current contractors, nor any existing infrastructure or technology that requires integration. The document indicates that there is an optional house rental available for $600 per month, but this will not be included in the scoring or affect the award of the grazing lease. The RFP does not provide a specific award value or budget range.

QUESTIONS: RFP: 70CNR-S2979
● Please provide the missing "Exhibit A - Map of Fort Churchill Pasture."
○ Please see attached “Exhibit A - Map of Fort Churchill Pasture”
● Please provide any planning, management documents generated that were used as a guiding document for the "Fort Churchill Pasture Management Plan," i.e. Fort Churchill State Park, Use and Management Plan.
○ All relevant guiding documents have been included in the Request for Proposal
(RFP).
● Please provide the annual Animal Unit Month (AUM) utilization history for the current lease term (2020 to 2024), and if possible, the AUM utilization history for each grazing unit.
○ The current lease is set at 2,400 AUMs, a figure that has been adjusted over time to account for potential fluctuations in water availability. This adjustment ensures fairness by accommodating both high and low water years, which can impact the amount of feed available on the ranch. The lease term typically spans 3 to 4 years, and the adjustments help prevent overfeeding during low water years.
● Please describe how the rent is calculated for pastures that are harvested for hay.
○ Rent calculations for pastures that are harvested for hay are outlined in both the ranch lease and the submitted bid
● Please provide the water right information for the grazing area available for proposal.
Please include priority, name of the water right, cubic feet per second, duration, rotation, and whether there is a stock water provision if applicable.
○ Please see attachment AA for Water Right information
● What are the pumping infrastructure maintenance agreements for the diesel pump and electric pump in the Amerongen Unit?
○ In previous years, State Parks handled pump repairs as needed. However, regular maintenance is the responsibility of the leasee.
● What are the historical pumping costs for the diesel pump and electric pump in the
Amerongen Unit for the current lease term (2020 to 2024)? Is the State of Nevada or the tenant currently responsible for this cost?
○ Please see Attachment BB for historical pumping costs
● How does the livestock grazing tenant of the Fort Churchill State Park, River Ranch
Units interface with the graziers of the University of Nevada, Reno and Department of Corrections controlled grazing units, i.e. shared irrigation rights/ corrals/ pasture?
○ Given the proximity of the areas and the fact that both are owned by State Parks, we expect the leasee to collaborate in a professional manner with UNR and the Nevada Department of Corrections (NDOC). The refuge area is equipped with its own corrals and pastures for use by UNR and NDOC. Additionally, the irrigation water supplied through the Buckland Ditch must be shared and not obstructed by the leasee, ensuring that both UNR and NDOC have access to water for irrigation and livestock use.
● Attachment D, Fort Churchill Pasture Management Plan is identical to that of the requested plan of action in the 2020 Request for Proposal for lease of the River Ranch Units. What issues or barriers existed to prevent the implementation of the requested Fort Churchill Pasture Management Plan?
○ Each year presents unique circumstances, and during this lease term, high water levels have hindered some necessary repairs. However, it is the leasee's responsibility to ensure that fencing is repaired and maintained annually, regardless of external conditions.
● Due to the high cost of the proposed livestock/ irrigation well installation and exclusion fencing in Attachment D, Fort Churchill Pasture Management Plan and the short duration of the lease term prohibiting a return on investment or the ability to partake in USDA Natural Resource Conservation Service, Environmental Quality Incentive Program Cost-Sharing, does the State of Nevada anticipate the ability to contribute to these improvements? Please provide in-depth detail on this matter.
○ At this time, the State of Nevada does not anticipate providing funding for these improvements. Therefore, please ensure that your bid includes all associated costs.
● Have synthetic fertilizers been historically applied in the hay field and/or irrigated pasture areas?
○ No synthetic fertilizers have been historically applied in the hay field and/or irrigated pasture areas
● Are there any issues preventing the future use of synthetic fertilizers in the hay field and/ or irrigated pastures?
○ The use of synthetic fertilizers is not allowable.
● Is there preference for the hay fields to be used as hay fields instead of irrigated pasture?
○ To prevent overfeeding on the ranch lease, certain fields must be designated and maintained as hay fields
● The electronic proposal submission process is clear in Section I, Part F of the RFP.
Section III, Part A requests that "Proposals should be plainly marked on the outside of a sealed envelope: 'Proposal for Park Grazing Lease at Fort Churchill NDSP.' Please submit an original plus four (4) copies of your proposal on 8.5" x 11" paper." There are no further instructions as to where these proposals should be submitted other than the "Ship-to Address" in the Nevada EPro RFP solicitation. Can you clarify the exact proposal submission criteria?
○ Section III has been updated to correctly reflect the submission process. See Attachment CC
