About this file
This is a bid evaluation recalculation memo and scoring matrix from the Nevada Division of State Parks (NDSP) regarding contract 70CNR-S2979 for a grazing lease at Fort Churchill State Park. The memo, dated December 13, 2024, addresses questions raised about evaluation calculation consistency and acknowledges that evaluators did not fully adhere to the assigned points relative to the highest acceptable bid. The revised calculations are presented in a detailed scoring matrix showing evaluations from four reviewers across three bidders: Talbot, Mission, and S7.
The scoring matrix shows evaluations based on four criteria: Experience/Expertise/Reliability (25 points), Operations Plan (30 points), Rental Offer (25 points), and Other Criteria/Considerations (20 points). Talbott Cattle Co, LLC received the highest average score of 86.5, followed by S7 with 78.5 and Mission with 75.75. Despite the recalculation, NDSP confirms that the outcome remains unchanged and they intend to proceed with awarding the contract to Talbott Cattle Co, LLC. The scoring shows Talbott excelled particularly in the Operations Plan category with an average of 27.5 points out of 30 possible points.

Subject: Evaluation recalculation
Nevada Division of State Parks (NDSP) would like to address a question that was raised regarding the consistency of the evaluation calculations. Following a thorough review, NDSP acknowledges that the evaluators did not fully adhere to the assigned points relative to the highest acceptable bid. The points have since been reevaluated, and the revised calculations are attached for your reference. The reevaluation did not alter the outcome and NDSP still intends to award the contract to Talbott Cattle Co, LLC.
