About this file
This is Amendment 0001 to Solicitation 36C25727Q0031, issued by the Department of Veterans Affairs Network Contracting Office 17 on October 1, 2026, extending the deadline for quote submission from October 30, 2026 to November 9, 2026 at 3:00 PM CST. The amendment addresses elevator and dumbwaiter inspection and testing services at three VA locations: Dallas, Garland, and Sam Rayburn Memorial Veterans Center in Bonham, Texas.
The solicitation requires semi-annual, annual, and five-year full-load inspections of 70 conveyances (elevators and dumbwaiters) across the three campuses. Semi-annual inspections cover all units at Dallas, Garland, and Sam Rayburn; annual inspections are separate CLINs; and five-year full-load testing is scheduled for Garland and Sam Rayburn in the base year and Dallas in Option Year 4. Ad-hoc inspections are available at a fixed per-inspection rate (estimated at one per year per campus). Contractor personnel must be TDLR-registered and QEI-certified inspectors who complete background investigations and VA security requirements. The maintenance contractor furnishes test weights and performs all test operations at no cost to this inspection contract; the inspection contractor witnesses, records, and reports findings. Inspection reports must be filed with TDLR and the Contracting Officer's Representative. The 25-page technical proposal may exclude exhibits such as inspector licenses and certifications. Award will be made on a lowest-price technically acceptable basis with relative importance of factors listed in FAR 52.212-2. This is a 100 percent set-aside for service-disabled veteran-owned small businesses (SDVOSB) with subcontracting limitations per VAAR 852.219-45. The amendment also answers 33 contractor questions clarifying inspection scope, pricing, personnel requirements, and contract administration details.

Questions – NTX Elevator Inspection - 36C25727Q0031
RFI-01. Number of inspections priced in the Semi-Annual CLINs. PWS 5.1 requires "two (2) inspections per contract year of every conveyance in Appendices A and B (one of which may be performed concurrently with the annual inspection/test visit)." PWS 5.2 separately requires one annual inspection of every conveyance per contract year, priced under the Annual CLINs (0001AB through 4001AB). Please confirm that each Semi-Annual CLIN (0001AA through 4001AA) is to be priced for one stand-alone periodic inspection of each covered conveyance per contract year, with the second semi-annual inspection performed concurrently with, and priced under, the Annual CLIN. If the Government intends the Semi-Annual CLIN to carry both inspections, please so state so that all offerors price the same number of site visits.
Yes. Price one inspection per unit under the Semi-Annual CLIN and one under the Annual CLIN. Two visits per unit per year total.
RFI-02. Semi-annual inspections at the Sam Rayburn Memorial Veterans Center. PWS 5.1 limits the semi-annual requirement to "every conveyance in Appendices A and B," that is, Dallas and Garland.
The Semi-Annual CLIN descriptions, however, read "for all 3 VA locations in Dallas, Garland and Bonham according to PWS." Please confirm whether the nine (9) Sam Rayburn conveyances listed in Appendix C are to receive semi-annual inspections and be included in the Semi-Annual CLIN prices.
Yes, Sam Rayburn will still receive semi-annual inspections.
RFI-03. Ad-hoc inspections: estimated quantity and unit of price. PWS 5.4 states that ad-hoc inspections "are compensated against the NTE ad-hoc line at the fixed per-inspection rate." The B.2 schedule lists each Ad-Hoc CLIN (0001AC through 4001AC) as 1.00 JB, with no estimated quantity, not-to-exceed amount, or per-inspection rate. Because E.4 states that "the total evaluated price will be based on the estimated quantities identified in the schedule," please provide: (a) the estimated number of ad-hoc inspections per contract year, by campus if available; (b) whether offerors are to enter a per-inspection unit rate against a Government-stated quantity, a lump sum, or a not-to-exceed amount; (c) whether an ad-hoc inspection is counted per conveyance or per site visit; and (d) confirmation that ad-hoc inspections apply at all three campuses, as PWS 5.4 refers to "either campus."
Confirmed. Ad-hoc inspections apply at all three campuses (Dallas, Garland, and Sam Rayburn/Bonham).
The reference to "either campus" in PWS 5.4 is a drafting artifact and shall be read as "any campus."
(c) An ad-hoc inspection is counted per conveyance. 1 ad-hoc per year each campus
RFI-04. Five-Year Full-Load CLINs in Option Years 1 through 3. PWS 1.5 schedules the five-year full-load tests at Garland and Sam Rayburn in the Base Year and at Dallas in Option Year 4. The B.2 schedule nonetheless includes a Five-Year Full-Load CLIN in Option Years 1, 2, and 3 (1001AD, 2001AD, and 3001AD), when no full-load testing appears to be due. Please confirm: (a) whether offerors should enter $0.00 for CLINs 1001AD, 2001AD, and 3001AD, or price a contingency, and if a contingency, for which units; and (b) that CLIN 0001AD covers the twenty-three (23) Garland and Sam Rayburn conveyances and CLIN 4001AD covers the forty-seven (47) Dallas conveyances, including the three (3) dumbwaiters.
$0.00 amount for years without a 5-year testing
RFI-05. Date of the last Category 5 test for each conveyance. PWS 1.5 states only the year of the last five-year test at each campus: Dallas "2025" (units S-10 and SL-17 in 2026), Garland "2021-2022," and Sam Rayburn "2019." Category 5 tests fall due on the five-year anniversary of the prior test, so a Dallas unit tested before 2 December 2025 would fall due in Option Year 3 (2 December 2029 to 1 December 2030) rather than Option Year 4, and the Sam Rayburn units and any Garland units tested in 2021 appear to be past due at contract start. Please provide the month and year of the last Category 5 test for each conveyance and confirm the contract period in which each campus's tests are to be performed and priced.
Perform 5-year test for Garland and Sam Rayburn in December of base year of contract.
RFI-06. Responsibility for test weights and test labor. PWS 5.3 requires the Contractor to "witness and certify" the Category 5 tests and to "coordinate test weights, sequencing, and unit outages," and PWS 7 provides that the Government will ensure the maintenance contractor supports inspections and tests "(operation of equipment, mechanics on site) at no cost to this contract." Rated capacities in Appendix A range up to 8,000 lb., so responsibility for test weights materially affects price. Please confirm that: (a) the maintenance contractor will furnish, transport, place, and remove all test weights and will perform all Category 1 and Category 5 tests, including any after-hours labor, at no cost to this contract; (b) the inspection contractor's role is limited to inspecting, witnessing, and reporting; and (c) maintenance contract 36C25724F0048 covers all three campuses and carries this obligation through Option Year 4, or that any successor maintenance contract will carry the same obligation.
The maintenance contractor furnishes, moves, and removes all test weights and does all test operation (including after hours) at no cost to this contract, and that the inspection contractor only inspects, witnesses, and reports.
RFI-07. Contractor role under PWS 1.2. PWS 1.2 states that "the Contractor shall provide supervision required to monitor semi-annual, annual, five-year full-load, and ad-hoc inspections to witnessed tests."
PWS 1.3, 4.2, and 5.1 through 5.5 describe the Contractor performing the inspections and issuing the reports through its own TDLR-registered, QEI-certified inspectors. Please confirm that the Contractor is the independent third-party inspector who performs all inspections and witnesses all tests and is not monitoring inspections performed by another party.
The maintenance contractor will perform the test while inspector contractor gives directions, witness, record and submit findings to COR.
RFI-08. Category 3 tests on hydraulic elevators. PWS 5.2 addresses the annual Category 1 tests and PWS 5.3 the five-year Category 5 tests. ASME A17.1 also prescribes periodic Category 3 tests at three-year intervals for hydraulic elevators. Please confirm whether witnessing Category 3 tests on the sixteen
(16) hydraulic elevators listed in Appendices A through C is within scope and, if so, under which CLIN it is to be priced.
Witnessing of Category 3 tests on the hydraulic elevators is not within the scope of this contract. Offerors shall not include Category 3 testing in any CLIN. The contractor's testing scope is limited to the Category 1 (annual) tests under PWS 5.2 and the Category 5 (five-year full load) tests under PWS 5.3.
RFI-09. Hours for annual tests, after-hours access, and standby. PWS 5.3 and 5.7 require full-load testing and "any testing that may adversely affect building traffic" to be performed after normal business hours, and PWS 5.6 limits outages to two (2) passenger elevators serving the same building zone. Please confirm: (a) that annual Category 1 tests are expected to be performed during normal business hours (8:00 a.m. to 4:30 p.m., Monday through Friday) within the PWS 5.6 outage limit, unless the COR directs otherwise; (b) that Government escorts and access to machine rooms, hoistways, and pits will be available after hours for full-load testing; and (c) how the Government will treat a scheduled inspection that cannot proceed because the maintenance contractor's mechanic or a Government escort is not available, whether by compensating standby time or a return visit, or whether that risk is to be carried in the fixed CLIN prices.
(a & b) annual tests are done during normal hours within the two-car outage limit; (c) Full load testing will be done after hours and coordinated and scheduled prior to.
RFI-10. Completeness of the conveyance inventory. Appendix A lists Dallas parking garage units G-1, G-2, G-4, G-5, G-6, G-8, and G-9, with no G-3 or G-7, and dumbwaiters DW-1, DW-2, and DW-6, with no DW-3 through DW-5. Please confirm that Appendices A through C, seventy (70) conveyances in total, are the complete inventory for this contract, and identify any other elevators, dumbwaiters, wheelchair or platform lifts, material lifts, or escalators at the three campuses that are excluded from this contract or should be added to it.
Contractor shall only bid on the list as provided.
RFI-11. Missing and conflicting inventory data. Appendix B gives the location of every Garland unit only as "Garland VAMC" and gives no speed or capacity for hydraulic units P-1, P-2, P-13, and P-14.
Appendix A omits speed and capacity for the seven (7) Dallas hydraulic elevators and the three (3) dumbwaiters, and the serial numbers for P-19, G-4, G-5, and G-6. Appendix C lists the same serial number for Unit 5 in Bldg 3 (FC9212169) and Unit 9 in Bldg 24 (FC-9212169). Please provide corrected inventories showing, for each conveyance, the building, number of stops, rated speed and capacity, and whether the unit has a machine room or is machine-room-less.
Information is not available.
RFI-12. Prior inspection contract and recent inspection reports. The SF 1449 describes this requirement as "NEW," yet during the site visits, inspection tags from a third-party inspection firm were observed on conveyance equipment, with semi-annual, annual, and five-year entries dated 2024 through 2026. Please provide: (a) the contract number, contractor, and period of performance of the current or most recent inspection contract for these conveyances; and (b) the most recent inspection report and open deficiency list for each conveyance, or a representative sample, so that offerors can gauge equipment condition and the likely re-inspection workload.
Reports were submitted
RFI-13. TDLR filing and fees. PWS 2 cites Texas Health and Safety Code Chapter 754 and 16 TAC Chapter 74, and PWS 4.2 requires TDLR-registered inspectors. Please confirm whether inspection reports are to be filed with TDLR and certificates of compliance obtained and posted for each conveyance, or whether these being federal facilities, reports are furnished to the VA only. If TDLR filing is required, please state whether the TDLR filing and certificate fees will be paid by the Government or are to be included in the CLIN prices.
Contractor shall provide documentation to TDLR and to COR. Price shall be included in bid in the appropriate CLIN.
RFI-14. Re-inspection after correction of deficiencies. PWS 5.5 requires the Contractor to report deficiencies, and PWS 7 states that the Government will "direct correction of deficiencies through the maintenance contract." Please confirm whether follow-up visits to verify correction of cited deficiencies, or to return a unit to service after an unsafe-condition shutdown, are included in the Semi-Annual and Annual CLIN prices or are to be requested and paid as ad-hoc inspections under PWS 5.4.
Do not factor in cost for reinspection.
RFI-15. Personnel security and badging. FAR 52.204-9, Personal Identity Verification of Contractor Personnel, is incorporated at C.2, and PWS 7 provides access to machine rooms, hoistways, and pits "escorted as required." Please confirm whether inspectors must complete a background investigation, obtain a PIV or other VA badge, or complete VA-required training before performing work, or whether Government-escorted access with a daily visitor badge is sufficient for this contract.
All Contractor personnel shall go through background process per VA requirements.
RFI-16. Wage determinations and inspector labor classification. Section D references "P07 WD 2015-5227 rev.30 08-22-26 Dallas County" and "P07 WD 2015-5273 rev 34 08-22-26 Fannin County," and C.6 (FAR 52.222-42) refers to Section D for the equivalent rates, but neither wage determination is included in the solicitation document. Please (a) confirm that these are the governing wage determinations and post them if they are not already attached on SAM.gov; and (b) identify the Service Contract Labor Standards classification the Government considers applicable to TDLR-registered, QEI-certified elevator inspectors, or confirm whether the Government considers those inspectors to be exempt professional employees.
The wage determinations are not inserted, however if you click on the link it will send you to the online page with information. Also, you can look up the WD with the number listed on it.
RFI-17. FAR 52.212-3, FAR 52.212-5, and option-year price adjustment. Block 27a of the SF 1449 states that FAR 52.212-3 and 52.212-5 "are attached," but neither provision is included in the solicitation document, and E.2 states that the Government "will not accept Clauses and Provisions from SAM.gov."
Please (a) provide FAR 52.212-3 and 52.212-5 as intended for this solicitation, or confirm that offerors' SAM.gov representations satisfy 52.212-3; and (b) confirm whether FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts), applies, so that option-year prices may be adjusted for wage determination revisions as contemplated by C.4.
FAR 52.212-3 and FAR 52.212-5 are blacked out on the SF449. The Revised FAR Overhaul (RFO) removed these 2 clauses from the FAR. The SF 1449 has not been updated by the cognizant agency to remove these clauses from Blocks 27a and 27b. Offerors are not to include any clauses or provisions in their response that are not already included in the solicitation. The Government will not accept SAM representations as it does not contain VAAR clauses and provisions.
FAR 52.222-43 has been added.
RFI-18. Volume I structure and price file. E.2 states that Volume I "shall be one (1) entire PDF document" containing the offer documents, Price, Technical Approach, and Past Performance, yet also states that the price proposal shall be "separate from the technical proposal," and the volume table permits price in "PDF and/or Excel." Please confirm: (a) whether Volume I is to be a single combined PDF containing all four parts in the order listed; (b) whether an Excel price schedule may be submitted in addition to, or in place of, the PDF price; and (c) the complete list of clauses and provisions requiring fill-
in. We have identified only the VAAR 852.219-75 certification at C.9, in addition to the SF 1449 blocks, Section B.1, and Section B.2.
(a) Volume One is all the documents listed as one PDF file.
(b) No, an Excel spreadsheet cannot be used to substitute for Section B.2.
(c) It is the offeror’s responsibility to read the entire solicitation and ensure that all required clauses and provisions that require fill-in and signature.
RFI-19. Inspector credentials and the redacted Volume II. PWS 4.2 requires proof of TDLR licensure and QEI certification "prior to that inspector performing work," and the volume table excludes "Technical Exhibits" from the 25-page technical limit. Please confirm: (a) whether copies of inspector TDLR licenses, QEI certificates, or resumes are to be submitted with the quotation, and if so, that they are technical exhibits outside the 25-page limit; and (b) how such documents are to be presented in Volume II, given that its redaction rules prohibit names of personnel and subcontractor companies, whether omitted from Volume II or included with names and license numbers redacted.
(a) The table on page 26 clearly states that technical Exhibits are not included in the 25-page count.
Resumes, licenses, and certifications are technical exhibits.
(b) The instructions for Volume II: Technical Redacted clearly states what to redact.
RFI-20. Basis of award and relative importance of factors. E.3 lists Technical Capabilities, Price, and Past Performance, and E.4 describes a pairwise comparative evaluation in which the Government "reserves the right to consider a quotation other than the lowest price." E.4(a), however, states that the Government intends to award "to the Technically Acceptable offeror meeting or exceeding the requirements for acceptability." Please confirm whether award will be made on a best-value tradeoff basis or a lowest-price technically acceptable basis, and state the relative importance of the three factors.
The reference in Section E.3 to quotations being "compared against one another in a pairwise fashion" is intended to describe the comparative evaluation process used to assess quotations against the solicitation requirements and each other, not to establish a best-value tradeoff process. No tradeoffs will be made between price and the non-price factors. The relative importance of the evaluation factors is listed in order in FAR 52.212-2.
RFI-21. Use of subcontractor experience and past performance. PWS 4.1 and Sub-Factor (a) require that "the Contractor shall be a firm regularly engaged in the inspection of vertical transportation systems" whose principals have "approximately five (5) years of successful experience inspecting elevators and dumbwaiters," and E.2 limits past performance to contracts "where Offeror was the prime contractor."
Please confirm whether a certified SDVOSB prime contractor may satisfy the PWS 4.1 firm and principal experience requirements, and the Sub-Factor (b) inspector qualifications, through the inspectors and experience of a first-tier subcontractor, subject to the limitations on subcontracting at VAAR 852.219-75, and whether the past performance of a proposed subcontractor will be considered.
The requirement is 100% set-aside for SDVOSBs. Offerors are required to comply with VAAR 852.219- 45, Limitations of Subcontracting. The subcontractor must have performed as the prime on any past performance information provided. CPARS does not specifically identify if a contractor is performing as the subcontractor. Subcontractor’s past performance information will be submitted in the same manner as for the prime contractor’s past performance.
RFI-22. Invoicing. B.1 provides for invoicing "upon completion, inspection, and acceptance," and each CLIN is a single 1.00 JB per contract year covering all three campuses. Please confirm whether the Contractor may invoice a CLIN in partial amounts as inspections are completed and accepted, for example by campus or monthly in arrears, rather than once on completion of the entire CLIN.
B.1 states “invoices shall be submitted in arrears” you may submit invoices as needed.
RFI - 23 Under contract 36C25724F0048, is the maintenance contractor responsible for furnishing, delivering, unloading and moving the test weights for Category 5 testing?
The information in 36C25724F0048 is for Elevator Maintenance and Repair. This requirement is for Elevator and Dumbwaiter Inspection and Testing services, which is not the same.
RFI - 24 If the inspection contractor must furnish the weights, may they be delivered by a rental vendor to each site and then unloaded, staged and moved by the maintenance contractor's mechanics at no additional cost to the inspection contract, consistent with PWS 1.2?
The maintenance contactor shall provide weights.
RFI -25 Do we have to do the filing to the state for the annual inspection reports? Or is the VA in charge of that?
Contractor shall provide documentation to TDLR and to COR.
RFI -26 For the required five-year full-load testing at the Dallas, Garland, and Sam Rayburn VA facilities, will the Government or its existing elevator maintenance contractor provide the necessary certified test weights, including transportation, setup, and removal?
Or is the inspection contractor responsible for furnishing and transporting the test weights as part of its firm-fixed-price services?
The maintenance contractor shall provide weights.
RFI - 27 Will the elevator service contractor be providing the test weight and crew for the 5-Year full load testing? PWS 5.3 Pg 10 The maintenance contractor shall provide weights.
RFI -28 If the Inspector Contractor is required to provide the test weights, will the elevator service contractor assist with moving the test weights throughout the campus?
The maintenance contractor shall provide weights.
RFI -29 PWS 5.1 requires semi-annual inspections of every conveyance in Appendices A and B, while CLIN x001AA (Semi-Annual) covers "all 3 VA locations in Dallas, Garland and Bonham." Can you please confirm whether the nine (9) Sam Rayburn (Appendix C) conveyances require semi-annual inspections? Also, Appendix C units 5 and 9 both show serial number FC9212169 – please confirm the correct serial numbers.
Yes. The nine (9) Sam Rayburn Memorial Veterans Center (Appendix C) conveyances require semi-annual inspections. Consistent with the responses to RFI-02 and RFI-33, all three campuses - Dallas, Garland, and Sam Rayburn/Bonham - are included in the Semi-Annual CLIN scope
RFI – 30 PWS 5.4 states ad-hoc inspections "are compensated against the NTE ad-hoc line at the fixed per-inspection rate," while CLIN x001AC is quantity 1 JB. Can you please provide the estimated number of ad-hoc inspections per year (or the NTE amount), and confirm whether CLIN x001AC should be priced as a single per-inspection rate or as an annual lump sum?
1 ad-hoc per year each campus
RFI – 31 During after hour testing for the 5-year full load tests, how late are the inspector and elevator service contractors allowed to work? PWS 5.3 Pg 10.
Time limits will be scheduled upon request. Test will be conducted after hours to limit hospital interruptions.
RFI – 32 5-Year Full Load Timing (Pg. 4-7 & 8-9): Garland and Bonham are due in the Base Year and Dallas in Option Year 4, yet a full load CLIN appears in every year. Should the years with no tests be priced at $0?
Years that full load test are not needed CLIN should be $0.00
RFI – 33 Bonham semi annuals: PWS 5.1 (pg. 4, 9) requires semi annuals for only Appendices A and B (Dallas and Garland), but the semiannual CLINs say "all 3 VA locations." Are Sam Rayburn units semiannual or annual only (with the exception of 5-year full load testing)?
Sam Rayburn requires semi-annual testing as well.
