B.3 STATEMENT OF WORK
VISN 23 Project Support Services
1. Introduction
1.1. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veteran Integrated Service Network 23 (VISN23), Network Contracting Office 23 (NCO23) has a requirement for VISN 23 Project Management Support Services. The Contractor shall provide qualified personnel to assist VA Engineering offices with capital and non-capital construction and renovation programs.
1.2. VISN23 has a continuing program that involves a wide variety of design and construction projects. This program involves both new construction projects and renovations of existing buildings. Some of the existing buildings are historic properties requiring knowledge of preservation of historic buildings. The building types include federal office buildings, federal hospitals, clinics, laboratories, warehouses, and other types of real property. Project sizes range from small remodeling or repair projects to multi-million-dollar new buildings or renovations of existing buildings. At any given time, the projects are in various stages of development from pre-planning through design, construction procurement, construction, and post-construction. The professional and technical services of engineering project support services are required to support VISN23 in the management of these projects.
1.3. Services to be provided are multi-disciplinary in nature and primarily focused on Construction, Architectural, Structural, Civil, Landscaping, Mechanical, Electrical, and Plumbing/HVAC (MEP), maintenance, etc., all within healthcare settings. Projects are typically design-bid-build with contracted architecture/engineering and construction firms, design-build, or small in-house designs with contracted construction.
1.4. Services performed under this contract will be for the Department of Veterans Affairs, VISN 23 Region. The VISN 23 region includes medical centers, community-based outpatient clinics (CBOC’s), administrative leases, and historical buildings throughout Minnesota, North Dakota, South Dakota, Iowa, Nebraska, Illinois, Wyoming, and Wisconsin.
2. SCOPE OF WORK
2.1. The Contractor shall provide project management, engineering maintenance support, and construction management services to support VISN 23 Capital Asset Management, Planning, and Facilities Engineering. Services shall include assistance with the management of design and construction projects from cradle to grave. This requires space planning, scope development, design support, third-party reviews, submittal reviews, construction administration, field verification of as-built drawings, and creation and updates of as-built drawings. The services shall also include technical consulting in areas such as civil, structural, acoustical, information technology, life safety code, legionella prevention, and other specialized design areas as required.
2.2. The Contractor shall provide Contractor staff to work on-site in the Facilities Engineering Departments of VA Medical Centers throughout VISN 23, remotely through virtual support or as a hybrid of the two. Typical assignments for Contractor staff will include 3-4 projects at various stages of design and construction. Contractor support staff will serve as owner’s representatives for their assigned medical centers and will represent the VA’s interests at various planning, design, construction, and activation meetings.
2.3. The contractor staff shall provide VISN23 with sound management advice regarding all work performed on VISN23 projects via task orders issued under this contract. For each project, the goal shall be to achieve the best value in the work being performed by controlling schedule and budget. The contractor staff shall also be proactive in helping to resolve problems and minimize claims taking all reasonable measures to anticipate problems and delays and to minimize or eliminate their adverse impact on project completion. Throughout performance under this contract, the contractor staff must keep the Government advised of any potential disputes, as well as circumstances that could lead to claims. The project management support staff shall exercise all due diligence, utilizing competent personnel within authorized limitations, to make certain that work is performed in conformity with applicable requirements (codes, regulations, standards, construction contract plans and specifications).
2.4. The Contractor staff will not be held responsible for design defects and does not assume any of the contractual responsibilities or duties of the Architect-Engineers (AE) contracted or employed by the Government. The AEs are solely responsible for the project designs and shall perform all design related services in accordance with their contracts with the Government. The Project support staff also does not assume any of the contractual responsibilities or duties of the construction Contractors. The construction Contractors are solely responsible for construction means, methods, sequences and procedures used in the construction of the projects, and for related performance in accordance with their contracts with the Government.
2.5. The Project support staff shall advise the Contracting Officer (CO), Contracting Officer Representative (COR), or Program Manager (PM) immediately of any potential delays in completion of work associated with task orders and any problems that are outside the responsibilities of the contract or come under inherently governmental functions.
2.6. The Project support staff shall be responsible for the security of all project documents provided to them for work under task orders in accordance with the provisions of the local as-built management guides as applicable. Specifically, the contract requires VA’s policy on establishing adequate user access rights to prevent data loss or damage during file exchange, maintenance, and archiving.
2.7. The Project support staff shall be responsible for obtaining all information required to successfully carry out the scope of work authorized under each task order. In cases where the Project support staff believes that available information is not adequate, or of such poor quality as to be unusable, the Project support staff shall immediately notify the CO/COR/PM and propose alternative data collection methods.
2.8. The Project support staff shall take the initiative establishing and maintaining proper business relations with representatives of the construction Contractor(s), with the VA Buildings Manager(s) and through the COR, with VA Health Care Systems at the work site.
2.9. The Contractor staff shall not disseminate any information concerning the project or any information that might be confidential, inflammatory, or derogatory. All requests for information must immediately be forwarded to the COR before being acted upon.
2.10. The Contractor staff shall establish all necessary liaisons, coordination, and support with any project and representatives at the Federal, State, Regional, and Local levels as appropriate for each task order. The Contractor staff shall also coordinate work with the VA Health Care System clients, A/E’s, and construction Contractors involved with work under each task order.
2.11. At no time will Contractor personnel perform functions that are considered to be inherently governmental functions as listed in Federal Acquisition Regulation (FAR) Part 7.503(c)(12). All acquisition support services shall be conducted in accordance with the FAR, Veterans Affairs Acquisition Regulation (VAAR), VA Acquisition Manual (VAAM), Procurement Policy Memorandums (PPMs), VHA Procurement Guide (PG), VHA Procurement Manual (PM), public laws, statutes, and VA policies and procedures.
2.12. The following are examples of inherently governmental functions:
2.12.1. Where differences of opinion exist between Contractor staff and Government personnel, the differences shall not be discussed in the presence of prime Contractors or their subcontractors.
2.12.2. Contractor staff shall not act as arbiters or take on managerial duties in settling disputes or differences of opinion between prime Contractors and their subcontractors, or between subcontractors (see FAR 7.5).
2.12.3. The Contractor staff shall not issue oral instructions to, or make any agreements with, prime Contractors or their representatives which affect the work, or which may result in disputes and claims.
3. Description of Services The following is a general description of the management and technical services related to the VA design and construction delivery process. The services are to be performed in cooperation with VISN23 (as the owner), building occupants, architect-engineers (VA hired designers), and construction Contractors (VA hired constructors). The scope of services includes the following:
3.1 General Project Management Duties
3.1.1. Manage all facets of construction and leasing project management (budget, schedule, procurement, quality, and risk) for the project including planning, design, construction, occupancy, and closeout.
3.1.2. Perform project scheduling, including developing and maintaining work breakdown structure, critical paths, earned value management, and/or related schedules and tools. Continuously review schedules and make adjustments based on the progress of work and make specific recommendations for prioritizing and accelerating critical path items.
3.1.3. Manage and document all project meetings.
3.1.4. Document management and control including all construction and construction administration documents, correspondence, and as-builts, regardless of format (paper or electronic).
3.1.5. Reviewing and reconciling payment applications and invoices from third-party construction Contractors, architects, and engineers. Document and coordinate the payment requests and make recommendations to VA to approve/deny payment request after review.
3.1.6. Attend regular meetings with VA Engineering staff, their Contractors, and various hospital staff.
3.1.7. Overall project management, including facilitating all phases of projects concurrently, from predesign through construction completion and activation.
3.1.8. Collecting and organizing contracts, reports, logs, and other supporting documentation necessary for project files.
3.1.9. Ensure the project success in terms of timeline, budget, patient safety, regulatory compliance, and operational readiness.
3.1.10. Leads project delivery resources/team providing project guidance and direction to achieve project goals.
3.1.11. Implements communication plan for meetings and written reports/meeting minutes to keep stakeholders and project resources informed. Facilitates project meetings.
3.1.12. Tracks progress of each project against goals, objectives, approved budgets, approved timelines. Reports status and variances. Creates action plans to meet objectives, budget and schedule.
3.1.13. Demonstrates ability to identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.
3.1.14. Represent VA in a professional manner while performing job duties when interacting with Regulatory Agencies such as building officials, Veterans groups, compliance officials, and Joint Commission and other authorities having jurisdiction.
3.1.15. Perform Post Occupancy Evaluations (POE’s).
3.1.16. Assist VA in the formulation of lessons learned.
3.1.17. Provide occupancy planning including development of move schedules, cost estimates, and inventory lists.
3.1.18. Provide move coordination, relocation assistance, and/or furniture coordination.
3.1.19. Provide telecommunication and computer coordination.
3.1.20. Provide project and operations management for leased sites. day to day operations, repairs, work order. Tracking, managing, and working with lessor.
3.2. Project Development/Preplanning
3.2.1. Interface directly with stakeholders to define project requirements. Prepares, manages and monitors scope of work, project delivery, resource requirements, cost estimate and budget, cash flow, work plan schedule and milestones, quality control, and risk identification.
3.2.2. Develop layouts, schematic design, and space plans with service lines the healthcare system.
3.2.3. Use AutoCAD and/or Revit to develop project programming documents.
3.2.4. Participate in project development Integrated Process Teams. Facilitate development of technical documents needed for procurement packages.
3.2.5. Provide technical and engineering design services to develop business case documents for submission during the Strategic Capital Investment Planning process. Business case documents include descriptions of work, Cost Effectiveness Analysis (CEA), cost estimates, and analysis of supported strategic initiatives.
3.2.6. Develop space planning documents, layouts, equipment lists, and cost estimates for projects.
3.2.7. Inspect existing buildings and systems to assure that the requested projects can be developed or to determine the scope and detail requirements for the drawings. Assess and coordinate affected building systems, utilities, etc.
3.2.8. Provide project management for third party historical site assessments and assist with submission of 106 undertaking descriptions/applications to State Historic Preservation Office.
3.2.9. Cost-estimating individual projects and advising VA on matters pertaining to the overall project budget.
3.2.10. Assist VA staff with the preparation and on-going maintenance of the project management plan, including the construction management plan and risk management plan.
3.2.11. Provide “mini” master planning services for specific functional areas, clinical service lines, or campus buildings.
3.2.12. Identify detailed programming requirements.
3.3. Design Development
3.3.1. Manage third-party architectural and engineering contracts entered into by VA and meet with design professionals.
3.3.2. Assist in the preparation of contract documents, including review of drawings and specifications.
3.3.3. Provide life safety and fire protection engineering reviews of design documents prior to solicitation, typically using a VA- contracted 3rd party fire protection engineer. Provide report of findings and summary of recommendations. Track findings and recommendations to confirm appropriate corrections were made.
3.3.4. Manage design projects, including conducting team meetings, pulling as-built files, completing design reviews, field verification, and coordinating user requirements.
3.3.5. Coordinate and document communications with and among design team, construction team, VA staff, and other stakeholders.
3.3.6. Perform constructability and technical review of design documents. Solicit design review comments from medical center stakeholders, including the multi-disciplinary team. Consolidate comments into a trackable format for the AE, perform back-check on AE responses to comments.
3.3.7. Provide recommendations on construction feasibility, availability of materials and labor, time requirements for installation and construction, and factors related to cost.
3.3.8. Coordinate design reviews with the multi-disciplinary construction team and obtain sign-offs from team members at project milestones as required by local engineering policy.
3.3.9. Work with interior design and medical equipment planner to incorporate furniture and equipment requirements into design and maintain alignment of procurement timelines.
3.4. Overall Design/Construction Management
3.4.1. Provide value engineering assistance and best construction practices recommendations.
3.4.2. The official dealings of VA personnel shall be with prime Contractors, but not with subcontractors.
3.4.3. Maintain organized construction files.
3.4.4. Schedule and conduct pre-construction meetings.
3.4.5. Monitor the submittal review process including maintenance of submittal logs.
3.4.6. Review and monitoring of project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, workflow, material deliveries, test dates, assisting in problem resolution and handling of disputed issues (including development of Government position, drafting final decision letter).
3.4.7. Maintain marked up sets of project plans and specifications for future as-built drawings.
3.4.8. Perform routine inspections of construction as work proceeds, taking action to identify work to the CO/COR that does not conform to the contract requirements, and notifying the CO/COR when work is thought to require correction.
3.4.9. Compile, through site inspections, lists of defects and omissions related to the work performed and providing these lists to the CO/COR for determination of the need for correction.
3.4.10. Monitor project financial data and budgetary cost accounting (maintain spreadsheets indicating project fund allowances, obligations, payments, balances, planned expenditures).
3.4.11. Administer construction contract change orders (preparing cost estimates, reviewing cost proposals at the request of the CO, assisting VA in negotiations, preparing change order packages for processing).
3.4.12. Schedule, conducting, and documenting regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues.
3.4.13. Monitor construction Contractor’s compliance with contract labor standards (including performing site labor interviews, collecting, reviewing, and maintaining weekly payrolls for all project Contractors and subcontractors, reporting potential wage violations to VA personnel).
3.4.14. Monitor the design and construction clarification process and, when appropriate, reminding the A/E and other parties involved of the need for timely actions and notifying the CO of potential delays.
3.4.15. Participate in all “Partnering” activities during construction (workshops, meetings).
3.4.16. Perform site surveys using a registered surveyor (establish building lines, elevations, approaches, utility locations).
3.4.17. Provide assistance in obtaining permits.
3.4.18. Perform hazardous material assessments and monitoring of hazardous material abatement work.
3.4.19. Handle/prepare project correspondence to respond to the parties involved with each project, confirm verbal discussions/directives, document actions taken, and decisions made.
3.4.20. The Contractor staff shall not assume the responsibilities of the construction Contractor(s), particularly in areas of coordination of work to be performed by subcontractors.
3.4.21. Conduct site visits to on-going projects to inspect safety, adherence to construction documents, adherence to life safety and other codes, quality, and progress. Monitor construction Contractor compliance with established safety standards (note and report unsafe working conditions, failures to adhere to safety plan required by construction contract).
3.4.22. Perform construction quality control monitoring, testing, and inspection. Schedule, track, and facilitate inspections by hospital operations and maintenance staff, clinical staff, and subject matter experts as needed.
3.4.23. Develop Interim Life Safety Assessments (ILSM) and Infection Control Risk Assessments (ICRA) for assigned projects and maintain compliance with these documents through daily inspections.
3.4.24. Complete daily logs as requested and serve as the VA Project Manager/Contracting Officer Representative (COR).
3.4.25. Facilitate project commissioning through development of commissioning specifications and coordinating with a 3rd party Commissioning agent.
3.4.26. Assist with the preparation, estimating, and execution of change order requests.
3.4.27. Review submittals on on-going construction projects to determine if they meet specification and suitability for application. Route to subject matter experts as needed for thorough reviews prior to approval.
3.4.28. Provide digital photo or video log of the construction team progress at each stage as requested. Provide progress and/or final photographs of project work.
3.4.29. Document and coordinate any construction team request for information (RFI), and the response from the design team and VA.
3.4.30. Document and coordinate any construction team request for changes to project, response from design team and VA, and all approved/denied requests for changes.
3.4.31. Identification of long-lead items to facilitate the earliest feasible date for project completion.
3.4.32. Maintain compliance with prevailing wage and hour requirements.
3.4.33. Close-out document review, including punch-list documentation.
3.4.34. Oversees performance of all trade Contractors and reviews architectural and engineering drawings to make sure that all specifications and regulations are being followed.
3.4.35. Serve as liaison between construction team and medical center staff. Keep impacted staff informed of construction progress and disruptions caused by the construction. Work closely with impacted staff and multi-disciplinary team members to schedule utilities shutdowns. Plan work carefully to avoid impacts to patient care.
3.4.36. Lead project activation teams through end user occupancy. Assist in coordination of training, move-in, equipment purchases, and turn-over of maintenance documentation.
3.4.37. As requested, assist in having as-built drawings are updated at the close of the construction project. This may require performing the actual updates in CAD or Revit based on Contractor redlines or facilitating the AE’s update of as-built drawings.
3.4.38. Update VA databases at project close-out. This includes updates to space file, capital asset inventory drawings and/or spreadsheets, and facility condition assessment data.
3.5. Contract Management and Project Procurement
3.5.1. Manage all facets of construction and leasing project management (budget, schedule, procurement, quality, and risk) for the project including planning, design, construction, occupancy, and closeout.
3.5.2. The Contractor staff shall endeavor to develop and maintain good working relationships with VISN23 personnel, health care system personnel, AE personnel, and construction Contractors involved with all work performed.
3.5.3. Perform project scheduling, including developing and maintaining work breakdown structure, critical paths, earned value management, and/or related schedules and tools. Continuously review schedules and make adjustments based on the progress of work and make specific recommendations for prioritizing and accelerating critical path items.
3.5.4. Manage and document all project meetings.
3.5.5. Document management and control including all construction and construction administration documents, correspondence, and as-builts, regardless of format (paper or electronic).
3.5.6. Review payment applications and invoices from third-party construction Contractors, architects, and engineers. Document and coordinate the payment requests and make recommendations to VA to approve/deny payment request after review.
3.5.7. Attend regular meetings with VA Engineering staff, their Contractors, and various hospital staff.
3.5.8. Overall project management, including facilitating all phases of projects concurrently, from predesign through construction completion and activation.
3.5.9. Collect and organiz contracts, reports, logs, and other supporting documentation necessary for project files.
3.5.10. Leads project delivery resources/team providing project guidance and direction to achieve project goals.
3.5.11. Implements communication plan for meetings and written reports/meeting minutes to keep stakeholders and project resources informed. Facilitates project meetings.
3.5.12. Tracks progress of each project against goals, objectives, approved budgets, approved timelines. Reports status and variances. Creates action plans to meet objectives, budget and schedule.
3.5.13. Demonstrates ability to identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.
3.5.14. Represent VA in a professional manner while performing job duties when interacting with Regulatory Agencies such as building officials, Veterans groups, compliance officials, and Joint Commission and other authorities having jurisdiction.
3.5.15. Perform Post Occupancy Evaluations (POE’s).
3.5.16. Assist VA in the formulation of lessons learned.
3.5.17. Provide occupancy planning including development of move schedules, cost estimates, and inventory lists.
3.5.18. Provide move coordination, relocation assistance, and/or furniture coordination.
3.5.19. Provide telecommunication and computer coordination.
3.5.20. Provide project and operations, management for leased sites, day to day operations, repairs, work order, tracking, managing, and working with lessors.
3.5.21. Manage all facets of construction and leasing project management (budget, schedule, procurement, quality, and risk) for the project including planning, design, construction, occupancy, and closeout.

3.5.45. Attend and participate in site visits and pre-bid conferences.
3.5.46. Provide assistance with the preparation of solicitation amendments.
3.5.47. Perform cost/bid/proposal analysis.
3.5.48. Assist with source selection boards for design, construction, and design-build firms as a non-voting consultant.
3.5.49. Prepares draft price negotiation memorandums based on independent cost estimate and assists VA staff in negotiations with construction Contractors and A/E firms.
3.5.50. Review questions received from potential Contractors during the bidding process.
3.5.51. Identifies project delivery resources from pre-qualified lists or through individual project qualification process; conducts standard to complex request for proposals; completes bid analysis; leads evaluation interviews.
3.5.52. Implements change management routines to assess change requests, make recommendations, secure client approvals, and issue change orders. Assesses change requests to determine impacts to scope, budget, schedule, quality and risk.
3.5.53. Develop supporting documents for design and construction procurement packages. These include VA-specific memos and approval documents.
3.5.54. Document Contractor performance problems and report concerns in writing to the contracting officer for appropriate action.
4 Qualifications
4.1. Ability to communicate orally and in writing.
4.1.1. Experience in preparing correspondence, written reports, and maintaining official project records.
4.1.2. Experience in conducting meetings, and briefing clients and management personnel.
4.2. Knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation in the Architect's or Engineer's area of expertise.
4.3. Ability to inspect materials, workmanship, and construction and installation of various systems in the Architect's or Engineer's area of expertise.
4.4. Knowledge of safety practices in the construction industry, including specifically, a background that indicates familiarity with Occupational Safety and Health Administration (OSHA) safety requirements on construction projects.
4.5. Knowledge of applicable codes related to their disciplines.
4.6. Ability to perform and evaluate engineering economic analyses and evaluate proper systems to meet scope requirements.
4.7. Ability to verify the adequacy of building systems related to their respective disciplines.
4.8. Ability to interpret/coordinate Architectural/Engineering plans and specifications.
4.9. Familiarity with modern construction products (i.e., quality, uses, and applications).
4.10. Maintain a comprehensive understanding of building code and Joint Commission requirements for healthcare facilities and is able to work with permitting agencies.
4.11. Experience in developing and maintaining complex, long term/multiyear project management activities, including but not limited to:
4.11.1. Developing and controlling budgets and funding strategies.
4.11.2. Scheduling and coordination of project interactions among existing and newly occupied facilities.
4.12. Ability to manage interdisciplinary teams of professionals and supporting labor categories.
4.13. Ability to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
4.14. Experience and familiarity with Federal and local government building projects, and with procedural, review, and approval requirements.
4.15. Indepth experience in interpreting construction drawings and specifications on construction projects.
4.16. Ability to accurately calculate construction costs for changes. Experience in making materials takeoffs for construction work, pricing the value of needed work, and negotiating equitable contract adjustments.
4.17. Ability and experience in the inspection of materials, workmanship, and construction and installation of various systems (such as fire alarm systems) within the inspector's area of expertise.
4.18. Familiarity with related engineering fields, including civil, mechanical, and electrical disciplines.
4.19. Familiarity with International Building Code, NFPA (including NFPA 101 Life Safety Code), OSHA requirements, and general healthcare design.
4.20. Ability to use and access VA Master Specifications, Design Guides, and Design Manuals.
4.21. Ability to use AutoCAD and Revit for basic tasks.
4.22. Full knowledge of engineering and architectural concepts, principles, and practices for the design, layout, and construction of medical facilities, associated buildings, parking, roadways, and site utilities.
4.23. Experience with ADA compliant construction, remodeling, and renovations
4.24. Able to read, understand and apply standard to complex documents affecting construction project, including but not limited to: agreements/contracts, work letters, project charters, surveys and drawings.
4.25. Experience with healthcare-specific construction project management, both renovations and new construction.
4.26. Ability to obtain VA computer access by successfully passing a security screening, which may include fingerprinting, financial, and criminal background checks.
4.27. The proposer should have the organizational, human, and technical resources to perform the tasks listed above in an expeditious and economical manner consistent with the interests of VISN 23.

5. Government Furnished Property and Services For positions requiring on-site hours.
5.1. Cubicle workstation with basic office furniture set-up: desk, chair, file cabinet, and book storage.
5.2. Basic office supplies: pens, pencils, notebooks, file folders, tape, scissors, etc.
5.3. Access to a printer and scanner connected to the VA Network.
5.4. Computer workstation with connection to the VA Network.
5.5. Hard hat, safety vest, safety glasses, and hearing protection.
5.6. Foot protection shall be provided by the Contractor.
For all positions.
5.7. The VA retains ownership of all Government furnished facilities, equipment, materials, and/or services furnished under this contract.
5.8. VA will be available to participate in the required technical meetings, to discuss user and technical issues, as VA schedules permit.
5.9. VA will provide the Contractor with original and/or electronic copies of VA authored materials as needed to accomplish the work.
5.10. VA Will Issue individual task orders specifying the scope of the professional/technical services required for the various projects.
5.11. Furnish to the Project support, as required, copies of applicable VA Manuals, design data, and other pertinent reference material.
5.12. Provide the Contractor staff with complete information on projects when related task orders are issued including drawings, specifications, and other available project documents.
5.13. Arrange authorization to allow Contractor staff to enter required work sites upon favorable completion of Homeland Security Presidential Directive 12 (HSPD-12) and the Federal Information Processing Standards Publication (FIPS PUB 201-1) Personal Identity Verification (PIV) of Federal Employees and Contractors. HSPD-12 directs the implementation of a new standardized badging process, which is designed to enhance security, reduce identity fraud, and protect the personal privacy of those (federal employees and Contractors) issued government identification.
5.14. Advise the Contractor staff of all formal meetings, presentations, at which their attendance is required, providing at least 3 calendar days advance notice whenever possible.
5.15. Provide the Contractor staff with necessary direction, including any required approvals, in a timely manner to facilitate resolution of contract or project specific problems. Timely resolution of project specific problems is essential to complete the respective projects within their established schedule and budget.
5.16. Provide the Contractor staff with timely payment for services rendered upon submission of acceptable invoices.
6. Contract Management
6.1. The Contractor shall provide a Point of Contact (POC) that shall be responsible for the performance of the work. The POC may be an individual providing service in accordance with the Scope of Work. The Contractor shall designate this individual, in writing, to the Contracting Officer (CO) before the start of performance. An alternate POC may be designated, but the Contractor shall identify those times when the alternate shall be the primary POC.
6.2. The VA Contracting Officer Representative (COR) will be delegated by the CO to work with the Contractor POC on overarching contract management. Each site will have a VA Facilities Engineering POC assigned to oversee the day-to-day performance of the on-site contract staff. This person will review and approve work completed by the Contractor staff, set due dates, respond to questions, and assign work tasks on a day-to-day basis.
6.3. Specific daily assignments for contract staff will be made at the facility level by the designated facility representative; typically, the Project Section Chief or appointee, through the Contractor’s POC.
6.4. Contractor staff shall be expected to complete their duties between the hours of 6:00 AM and 6:00 PM, Monday-Friday, with exceptions acceptable if agreed upon with the COR beforehand.
6.5. The Contractor staff may be required to work outside normal business hours, or in excess of an eight-hour day, to support construction projects. These will be pre-scheduled with the COR.
6.6. The Contractor staff or Contractor POC will notify their on-site Government POC when they need to take leave. The COR shall be notified of periods of leave in excess of one week (5 working days) at least 2 weeks beforehand, circumstances warranting.
6.7. Performance concerns will be communicated from the COR to the Contractor POC for action. The VA reserves the right to request substitutions of contract employees at any time.
6.8. The VA will provide Contractor staff with VA-specific training. Contract management staff will be required to complete VA mandated training in areas such as infection control and site-specific emergency response. All training materials will be provided by the VA, and the training will be done at the assigned location during the normal workday.
6.9. Contractor staff shall attend staff and team meetings at their assigned site as requested.
6.10. The Contractor POC and VA COR shall meet quarterly to discuss contract schedule, performance, and distribution of resources.
6.11. A written quarterly report is provided to the contract Contracting Officer and the contract Contracting Office Representative beginning 3 months after award of task orders. The report should be concise and is expected to be approximately one page. Issues needing more attention shall be flagged for follow-up. The quarterly report shall summarize the status identifying pending and issued task orders for project under the management of the Project support. The report shall also provide a summary indicating the value of the pending and issued task orders with respect to the established Maximum Order Limitation amount. It shall be the responsibility of the Project support’s designated Contract Executive to provide this report.
6.12. Administration: On behalf of the Task Order (TO) Contracting Officer (CO), the TO COR is responsible for the general administration of individual task orders, review/acceptance of all deliverables, and technical direction required under said task order. The TO COR will serve as the Government point of contact concerning information exchange, submission review, and payment. Nothing said by the TO COR shall be construed to change contract requirements unless supported in writing by the TO CO.
7. Security Requirements
7.1. Contractor staff will be required to obtain access to VA computer systems. This will require successful completion of a background investigation. This will be performed by the VA and include fingerprinting, financial, and criminal background checks.
7.2. Clearances: Project specific task orders will define any associated requirements for security clearances in accordance with Homeland Security Presidential Directive 12 (HSPD-12) and the Federal Information Processing Standards Publication (FIPS PUB 201-1) Personal Identity Verification (PIV) of Federal Employees and Contractors. HSPD-12 directs the implementation of a new standardized badging process, which is designed to enhance security, reduce identity fraud, and protect the personal privacy of those (federal employees and Contractors) issued government identification. Failure to submit the required information, submission of unacceptable information, or non-compliance with respective HSPD-12 security regulations will be grounds for removal of the respective Project support personnel. When security clearance information is required, the Project support 's management and operating personnel to be assigned to the specific project defined in the task order, including subcontract personnel, will be required to furnish information for security clearances and comply with the security regulations as imposed by the Federal Government.
