Contract and to ensure that the Contractor performs in accordance with the contract documents. The CO is the only responsible official for the Government in all contractual matters that involve change, direction, work performance, time, and money. All correspondence and any questions will be directed to the CO for advisement.
b. Contracting Officer’s Representative (VA COR): Any technical questions pertaining to this Contract should be directed to the VA COR that has been delegated by the VA CO. The VA COR has duties and limited responsibilities.
The Contractor may be held liable if they follow any direction for which the VA
COR has no authority to issue.
2. Work Location and Restrictions: The work site location is at the VA Connecticut
Healthcare System (VACHS) in West Haven, Connecticut. The contract work is intended to be performed outside and in the vicinity of all campus buildings.
The areas where work will be performed vary in utilization depending on location. Generally, the walkways, roadways, and parking areas surrounding each building are heavily utilized by staff and patients. Areas such as the building roofs and mechanical spaces, however, are utilized less frequently.
All areas in and around the buildings will remain in use throughout the duration of this project. Work shall be scheduled and phased so temporary shutdowns, restrictions, or interruptions of the hospital and/or utilities are minimized. In the event a shutdown, restriction, or interruption of hospital activities, utility services, or roadways/walkways is required, a written request must be submitted at least two (2) weeks in advance and approved by the VA COR. Hours of work can be changed due to hospital requirements.
All work shall be performed Monday through Friday between the hours of 7:00 am EST and 4:30 pm EST, holidays excepted, unless other times are prearranged and approved by the VA COR.

COR for allocation of required workspace as well as for the placement/storage of equipment and materials to be used for this project. Storage space is very limited. There are no exclusive areas that can be given to the Contractor for their storage needs.
Additionally, space can possibly be made available for the placement of a contractor trailer for this project.
The Contractor may be permitted a dumpster location at a remote spot on campus, if necessary. If available, the Contractor may or may not be permitted a temporary parking area for construction equipment; however, approval of the parking area by the VA
COR is required.
Any lifting or access devices used on the roofs of either building may be permitted to remain in place until such time as construction activities requiring that piece of equipment are completed; however, approval of the VA COR is required.
5. Debris Removal: The Contractor shall be required to remove materials and debris daily from the station. All materials and debris of value removed during the project shall be turned over to the Government, and shall be delivered to a storage site on station by the Contractor. The VA COR will determine which removed material has value to the
Government and which removed materials do not. All materials that do not have value to the Government shall be removed, off station, by the Contractor and shall be disposed of in accordance with applicable State and Federal Environmental Protection regulations.
Additionally, the Contractor shall use all reasonable means to divert construction and demolition waste from landfills and incinerators. The Contractor shall facilitate recycling.
This will involve conducting a site assessment to estimate the types of materials that will be generated by demolition at the site and the development and implementation of procedures to reuse and recycle materials to the greatest extent feasible based upon the contract, the construction and demolition debris management plan, the estimated quantities of materials, and the availability of recycling facilities.
6. Elevators: Existing service elevators shall be used only upon approval of the VA COR and at such times as not to interfere with other hospital services. The passenger elevators may be used for employee transportation; however, these elevators may not be used to transport equipment or materials to the construction site. Patient Care and VA employee travel shall always take precedence while using any VA elevators or access ways.
7. Site Utilities: The Contractor should note these specifications do not detail all existing structures, utilities, or components that may potentially interfere with the contract work required. The bidder shall note any obstruction, utility, or condition that may hinder or interfere with the execution of this Contract and shall make provisions within the bid accordingly. All proposed utility relocations, reallocations, and shutdowns shall be approved by the VA COR prior to completing the work in question. The Contractor shall be responsible for verifying all utility installations and taking appropriate action prior to working around any potential utility installation.
8. Scheduling of Work: Upon receipt of the contract award, the Contractor must contact the CO and the VA COR to schedule the work.
