About this file
This is a comprehensive specifications document for federal construction services at the VA Medical Center in Tomah, Wisconsin, specifically for Project 676-22-108 titled "Connect B406 AHU to Emergency Power." The contractor must provide all labor, materials, equipment, and qualified supervision to complete this work within 480 calendar days from notice to proceed. The project involves adding AHU-5 (air handling unit) in Building B406 and associated generator and electrical room infrastructure, including buried conduit, concrete encasement, power cables, automatic transfer switches (ATS), supports, chilled water and heating distribution, pumps, controls, and ancillary equipment. All work must include commissioning by VA, startup, field testing, short circuit analysis, and spare conduits with signage. The specifications establish extensive requirements for quality assurance, submittals, safety compliance, and coordination among trades.
The specifications incorporate mandatory federal compliance standards including OSHA 29 CFR regulations, EPA guidelines, and detailed requirements from Section 01 00 00 (General Requirements) through Section 26 (Electrical). Key deliverables include Critical Path Method scheduling with cost-loaded activities, shop drawings, operations and maintenance manuals, photographic documentation with online access, as-built drawings, and warranty management plans with extended warranties for commissioned systems. Safety requirements mandate an Accident Prevention Plan with Activity Hazard Analyses, a full-time Site Safety and Health Officer, and comprehensive training documentation. The contractor must establish infection control protocols per VHA standards, manage construction waste with a 50-percent diversion rate, and implement sustainable construction measures including low-VOC materials. Payment is structured under FAR 52.232-5 fixed-price construction contracts with bi-weekly schedule updates tied to progress payments, and final acceptance requires successful completion of all commissioning tests, final visual inspections, and air clearance testing coordinated with an independent third-party commissioning agent.
