About this file

This document is a Request for Information (RFI) Q&A log for Tomah VAMC IFB 36C25226B0017, a federal contract opportunity for connecting B406 Air Handling Units (AHUs) to Emergency Power.

The RFI process occurred between May 14, 2026 and June 8, 2026, with responses assigned to the Contracting Officer's Representative (COR) and Contract Specialist (CS). Key clarifications addressed include: (1) contractors unable to attend the April 30, 2026 pre-bid site visit remain eligible to submit proposals, with a potential additional bid walk-through scheduled for June to July 2026 to be posted on SAM; (2) the Electrical System Protective Device Study report was provided as an attachment, though SKM files from the previous study are unavailable; (3) per Specification Section 26 05 73, the study must analyze new devices installed from the individual source to the utility and generator, rather than focusing solely on new equipment; (4) all circuit breaker testing must be secondary injection only; and (5) the existing 150A/100A circuit breaker in panel B406-MD-480-EQ that will power the new panel B406-EQ-1-B requires secondary injection testing. All RFI responses were published on June 8, 2026.

1 5/14/26 I also wanted to ask whether contractors who were unable to attend the pre-bid site visit held on April 30, 2026 are still eligible to submit a proposal for the project. If additional site access opportunities or alternate walkthrough arrangements may be available, we would certainly appreciate the opportunity to coordinate accordingly.

CS

There is the possibility of another bid walk through, in the June to July time frame, and information for that (if it takes place) will be posted to SAM.

2.1 5/21/26 Can you provide the report from the last Electrical System Protective Device Study? COR See attachments. 6/8/2026

2.2 5/21/26 Do you have the SKM files from the last study, so that ETS can simply add the new equipment? COR SKM files are not available. The AE is attempting to recover them but as of now has not been able to do so.

6/8/2026

2.3 5/21/26 Should the study focus only on the new equipment, or should we conduct a complete study of the entire system? If a complete study is necessary, please provide the complete electrical diagrams.

COR

Specification section 26 05 73, PART 1 - GENERAL, 1.1 DESCRIPTION, B. requires an analysis for the new devices installed under this project, from the individual source to the utility and generator.

6/8/2026

2.4 5/21/26 Should circuit breakers be tested by secondary or primary injection? COR Any required testing should be secondary only. 6/8/2026

2.5 5/21/26 Does the existing 150A/100A circuit breaker, located in panel B406-MD-480-EQ, need to be tested? The question arises because, although it exists, it will power the new panel B406-EQ-1-B.

COR

Any required testing should be secondary only as recommended by the AE. That testing the 150AF/100AT breaker is necessary.
