Correct Radiology HVAC Beckley VA Medical Center 517-21-002

SCOPE OF WORK

Correct Radiology HVAC

Location:

Work performed under this scope will be conducted at the Beckley VA Medical Center (VAMC) located at 200 Veterans Ave., Beckley, WV 25801. Work will be conducted in Building 1.

Project outline:

The intent of this project is to provide properly conditioned air to the Radiology Department spaces of Building 1 at the VA Medical Center in Beckley, WV. The project will update the HVAC system for the Radiology Department area to comply with the VA HVAC Design Guide and VA HVAC codes and standards.

The HVAC system renovation area is approximately 6,000 square feet. The total HVAC system renovation will achieve negative pressure in the required areas per ASHRAI and VA guidance, as well as upgrade HVAC condition air to the area. New air handling units, dedicated exhaust units and new ductwork will have to be planned and installed, while the existing air systems remain in place and functional to maintain current hospital operations.

In addition to the HVAC, medical gases in the Radiology Suite will also be upgraded, including the movement of zone valve cabinet to meet current codes.

Architecturally, the rework of the layout will be limited, primarily for new or relocated ceiling diffusers, access panels, and possible concealing of ductwork, diffusers and other modifications necessary to address HVAC deficient areas. This includes the need to extend walls to above deck throughout the space to help achieve proper negative air.

Radiology Department This scope of work (SOW) shall be used to provide the prospective general contractor an overall description of work to be completed per design drawings and VA specifications.

The information provided in this SOW includes but shall not be limited to, the following:

Phasing

1. Infection Control measures will be required during each phase.

2. The following phasing requirements are intended to define performance-based parameters to ensure completion of the project with minimal disruption to the facility. Each AHU in the project shall be considered a separate phase with separate substantial completion, TAB, punch-list, and closeout requirements per specifications. The scope in each phase must be completed and closed out before moving to the next phase.

Sequence of work shall be:

a. Phase I: AHU-7

Correct Radiology HVAC Beckley VA Medical Center

b. Phase II: AHU-10 Unless otherwise noted, all work shall be conducted during night or weekend shifts and spaces shall be returned to the VA COR each morning. Mechanical equipment rooms and electrical closets are exempt from this requirement.

Contractor must provide temporary AHUs, as required, to keep all spaces served conditioned throughout the course of the work.

Please note that VA COR will coordinate work schedule with the Radiology

Department. Contractor may begin work on weekdays in the nuclear med area at 2PM and in the X-Ray area at 4PM.

Architectural

Provide support to Mechanical Engineers with respect to altering/replacing ceilings, providing chases for exposed ductwork/equipment as required, and ensuring that any and all mechanical work will be hidden from view and that the original aesthetic of the hospital is maintained.

Interior partition walls in spaces requiring negative pressurization are not required, per VA design guidelines, to extend to the bottom of the structure except in the case of walls identified as smoke barriers.

Fire Protection

The Fire Protection scope is limited to provision of smoke detectors at new AHUs and relocation of sprinkler heads as required. This will be covered under the mechanical scope, to be implemented by a licensed and approved fire protection contractor.

Structural

Structural design includes frame for AHU-7 and AHU-10.

Plumbing

Plumbing scope will be designed per the most current VA Plumbing Design Manual, Revision May 1, 2021. The plumbing scope is limited to relocation of one medical gas valve box, and three medical gas outlets in one room. The COR has indicated this to be the least priority of work and will be included as a deduct alternate as the design progresses.

HVAC

The HVAC design will be based on the most current VA HVAC Design Manual, Nov 1, 2017, Revision March 1, 2020. This design intends to provide a compliant HVAC

Correct Radiology HVAC Beckley VA Medical Center system to serve the Radiology department. Requirements for the space have changed since originally designed, including the requirement for certain nuclear medicine scanning rooms to have negative air pressure and room air exhausted. Existing, abandoned in place exhaust ductwork serving nearby rooms, as identified on the plans, will be utilized to exhaust the required scanning rooms.

The Radiology department is currently conditioned mainly through two air handling units (AHUs), AHU-7 & AHU-10. These AHUs will be replaced as part of this project.

The construction includes the replacement of these AHUs in kind. Utilities feeding these units are to be replaced back to the mains in the mechanical rooms. The contractor shall provide shut-off valves in the mechanical room as required to complete this work. An additional Air Terminal Unit has been designed to improve cooling in the reception area.

AHU replacement work will be phased so that there is minimal impact on the radiology department.

Central cooling or heating has been designed to allow the space to remain open during AHU replacement. All of AHU-7’s related work shall be completed before starting the AHU-10 work, including acceptance of the space by the VA. The 10,000 CFM temporary unit for AHU-10 is not able to be placed in the mechanical room 2A-123, shared by the existing equipment. The intent is to use two 5,000 CFM temp coolers to allow this work to be accomplished with minimal disruption.

Exhaust fans that used to serve the radiology department, EF-26 and EF-27 will be demolished. A combined exhaust fan will be used to exhaust both radiology rooms 2A- 118 and 2A-127.

An existing exhaust hood in room 2A-117 is no longer used. The ductwork that is used to serve this hood will be reused for exhausting room 2A-118. The contractor must decommission this hood to ensure it is not inadvertently brought back into service, while not being connected to an exhaust fan. A similar decommissioning will be required for an exhaust hood in 2A-143, which has already been declared as out of service.

Additional exhaust ductwork has been provided to allow for the radiology waiting room and a bathroom to be exhausted. The general exhaust fan serving this building will be used to exhaust these spaces.

Exhaust fans on the roof for the third-floor roof shall be demolished. These exhaust fans do not discharge exhaust air in compliance with the HVAC design manual. The requirement is exhaust air discharge must be 25’ from the Outside Air intake. Duct work will extend from the existing duct limit to a new utility fan EF-47 which will extend the outlet to at least 25’ from the outside air intake.

The design includes the removal of 2 existing fume hoods that are no longer in service.

Electrical

Electrical support is provided for new mechanical equipment, including the reuse of existing raceways and conductors for equipment replaced in kind. New power feeds will be provided where necessary. HVAC equipment being reinstalled on existing panels will not need to be re-circuited except in instances where the size has increased. New wire, breakers, and conduit will be provided in accordance with NEC standards. Existing circuits will be analyzed for capacity with new equipment. Degraded conduit or conductor shall not be re-used and will be removed and replaced.

At this time, it is not anticipated that equipment will need to have its power feed relocated from the existing branch panelboard. Any changes to the emergency power system will be coordinated with the VA COR.

Lighting shall be as recommended by VA Design Guide in coordination with manufacturer information. All existing lighting in all spaces within the scope of the project will be replaced with new LED fixtures. The light fixtures located in non-utility areas shall be dimmable.

Stand-alone analog low voltage automatic lighting controls shall be provided as required by the current ASHRAE 90.1 – chapter 9

ENERGY EFFICIENT AND SUSTAINABLE DESIGN POLICY FOR VA

NEW CONSTRUCTION

• ISSUE: Mandatory compliance requirement of Energy Policy Act (EPACT) of

2005, and application of sustainable design principles in new construction.

• BACKGROUND: The EPACT 2005 mandates that all new federal facilities shall reduce the energy cost budget by 30 percent compared to the baseline building performance rating per the American Society of Heating, Refrigerating and Air- Conditioning Engineers (ASHRAE) Standard 90.1-2004, Energy Standard for Buildings except Low-rise Residential Buildings or International Energy Conservation Code (IECC), and employ sustainable design principles.

• DISCUSSION: To assure that all new Federal buildings incorporate the best energy efficiency techniques available, Section 109 “Federal Building Performance Standards” of the EPACT 2005 directs the Secretary of Energy, within one year, to issue a rule that establishes Federal building energy efficiency performance standards. The standards will require that, if life-cycle cost effective, all new Federal buildings will be designed to achieve energy consumption levels thirty percent below those of the current version of the applicable ASHRAE standard or the IECC. The requirement further states that sustainable design principles will be applied to the siting, design, and construction of all new and replacement buildings. As an oversight provision, the section also directs each agency to include in its annual budget request, and report under the National Energy Policy Act, identification of all new buildings and whether they meet or exceed the developed standards.

The general contractor shall conform to all the provisions of the contract documents, and shall provide the necessary sub-contractors, materials and labor required to complete the project.
