Question #14 asked about flooring. The VA response offered the 3 options listed below.

“1.Patch with existing attic stock. This would be material used from any leftover or additional stock from the initial installation.

Pros: no additional material costs, material will be the closest match to the original, welds can be very fine and depending on pattern can be virtually impossible to see a seam.

Cons: attic stock may have not faded or yellowed at the same rate as the installed product and may not match, depending on pattern of flooring, could be a distinctly different looking finish.

2. Replace with same product, if still available, purchased new.

Pros: same product

Cons: different dye lot may show a drastically different color, depending on age and pattern of existing flooring, may be difficult to match.

3. Replace flooring in entire space. Hot Lab 2A-117 is approximately 200 square feet total and Storage area 2A-143 is approximately 125 square feet total. Depending on the age of existing flooring this may ultimately be the best option.

Pros: fully new, completely matching, contractor is solely responsible for the outcome of the flooring installation, product would be fully warranted, cost would be minimal considering full square footage (small area).

Cons: cost, potentially taking room(s) out of commission for a longer period of time.”

1. Follow up question: Each of these options incur a different cost to be completed and will be decided by the government. Which option should be assumed for consistent bidding results between bidders? For bidding purposes assume replace entire floor.

Per questions #26 & #27, both the quality control manager and the SSHO must be separate from the project superintendent. However, in question #11 it was stated that generally it would be allowed for the project superintendent to act as the QC manager on a project of this type which conflicts with the answer on question #27.

2. Follow up question: For clarification, can the project superintendent be allowed to serve as the QC Manager? No, Project Superintendent cannot fulfill any other roles.

3. Follow up question: If the project superintendent cannot fulfil the roles of the QC manager, can the QC manger and the SSHO be the same competent person? No, the SSHO cannot fulfill any other roles.

4. Follow up question: If there are to be three separate persons filling these roles (on-site superintendent, QC manager, SSHO) are all three roles required to be on site at all times during construction and how might this impact the controlled access space portions of the project? Project Superintendent & SSHO must be on-site at all times when work is being conducted. QC Manager does not have to be on-site at all times.

Question #8 asked is the contractor responsible for hiring a safety professional and conducting random monthly inspections or can this be completed by the project superintendent or project manager?

Response: No, the specification requires this to be by the contractor.

5. Follow up question: The answer to this question is very confusing. Are you saying in your response that the NO means we do not have to hire a outside safety professional and that the requirement for the contractor is referring to the designated SSHO or competent person safety professional. Can you please verify? It is the responsibility of the contractor to hire a competent safety professional. Random monthly inspections can not be performed by the project superintendent or project manager, these inspections must be performed by the competent safety professional.

Question #19 asked is there an existing roof warranty that needs to be maintained?

Response: Yes

6. Follow up question: Who is the manufacturer of the existing roof that the warranty is to be maintained? Roof warranty information to be provide upon award.

Questions 39 & 40 asked if the VAMC would provide the point of contact for the BMS integration as well as the Fire Alarm integration. The response was the VAMC will provide.

7. Follow up question: This was not provided in the RFI responses. This information is needed for accurate bidding and conformity of the VAMC system integration. Will this be provided prior to bidding? BMS & Fire Alarm contact information will be provided upon project award.

Question #17 asked: Can pictures of this roof area and access to roof area be provided?

Response: Pictures of this roof section are not currently available.

8. At the site visit I was denied access because the key could not be located, I was told by the COR that could be provided if I requested them in the RFI process. If pictures are not available as identified at the site visit can a second site visit be scheduled to see this space? See attached picture.
