However, to be effectively and equitably evaluated, the proposals must include information sufficiently detailed to clearly describe the offeror's technical expertise, and past performance capabilities to successfully complete the project. Innovative, creative, or cost-saving proposals that meet or exceed the requirements shall be clearly noted and justified in the proposal.

*** If the above information (at a minimum) is not submitted for each completed construction project provided, the evaluation for Factor 1, Experience could be negatively affected***
(2) Past Performance: Proposal shall provide current and relevant information regarding an offeror’s actions under previously awarded contracts referenced under Factor 1, Experience. If a completed past performance evaluation is available in Contractor Performance Assessment Reporting System (CPARS), it shall be submitted with the proposal for each project referenced in Factor 1, Experience. If there is not a completed past performance evaluation available in CPARS, then the offeror shall submit a Past Performance Questionnaire (PPQ) for each project referenced in Factor 1, Experience. A PPQ template is attached to this solicitation. The offeror shall notify their client that the PPQ must be submitted via email to the Contracting Officer, Jodi Ruggiero at Judith.Ruggiero@va.gov. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors shall follow-up with clients/references to help ensure timely submittal of questionnaires. The Government may also obtain past performance information from other sources available to the Government to include, but not limited to, Contractor Performance Assessment Reporting System (CPARS) or other databases, interviews with Program Managers, and other Contracting Officers. [FAR 15.305(a)(2)]
