About this file

This is Amendment 0001 to solicitation 36C24125R0009 for a two-phase design-build project to replace the Animal Research Facilities (ARF) chiller system at VA Connecticut Healthcare System West Haven Campus. The amendment extends the Phase 1 proposal submission deadline from January 13, 2025, at 4:00 pm EST to January 21, 2025, at 10:00 am EST.

The amendment includes responses to four RFIs, clarifying that: 1) No ACM testing reports are available but ACM is not anticipated since equipment is less than 10 years old, 2) The project scope is limited to chiller replacement only with all supporting equipment remaining, 3) Johnson Controls is the current BMS provider and will handle system integration, and 4) No temporary chiller will be installed during the project, with new chiller expected to be operational by end of April 2026. Two attachments were included with the amendment: an ACM Bulk Report and a photo of the Johnson Controls panels.

Page 2 – Amendment A0001 Solicitation 36C24125R0009 ARF Research Chiller Replacement West Haven, CT RFIs with Answers for Solicitation:

1: Are any ACM testing Reports Available? Is ACM encountered thought to be included in this project?

We do not have any testing reports available. As per the attached ACM Bulk Report, the majority of asbestos containing elements are associated with masonry and insulation. The scope of this project is to replace equipment and piping that was installed within the past 10 years, and we do not anticipate encountering ACM. It is the responsibility of the design portion of this contract to identify any potential for ACM and account for its removal.

2: Are the Ahu’s and other ancillary equipment to be replaced as well or is this just a chiller swap?

All supporting equipment is function as intended, this project is solely for a chiller swap and to bring the system back online.

3: What exactly are they looking for as BMS and who is their current BMS?

Johnson Controls is the current BMS provider. It is expected that JCI will be contracted to integrate the new system. JCI panels are located within the adjacent mechanical space, please see attached photo.

4. Our question might be more relevant in Phase 2 but in terms of our phase 1 technical approach is a temporary chiller going to be in place prior to this project?

There will be no temporary chiller installed. The intent of this project is to have the new chiller fully operational by the end of April 2026.
