About this file

This file is a Quote Spreadsheet for a Request for Quote (RFQ) issued by the Department of Veterans Affairs Veterans Health Administration for patient labels at the Shawnee (Leavenworth) Central Mail Out Pharmacy (CMOP). The solicitation (RFQ 36C77026Q0051) requires vendors to quote pricing for four specific label types, including patient-centric, long signature, sprint, and direct thermal packing labels, with varying quantities ranging from 12 to 1,800 units per line item.

The solicitation has critical requirements including Gray Market Prevention, mandating that vendors be Original Equipment Manufacturer (OEM) authorized dealers or distributors. Vendors must submit quotes by January 20, 2026, at 3:00 PM Central Time, with quotes to be emailed to Kelley.Cunningham@va.gov. The procurement emphasizes obtaining new OEM supplies, explicitly prohibiting remanufactured or gray market items, and requires vendors to provide authorization documentation from manufacturers to validate their distribution status.

Gray Market Prevention: Deviation to policy allows non-manufacturing vendors selling supplies to satisfy the Gray Market Prevention language by providing letters of authorization from a manufacturer's authorized wholesaler/reseller via an authorization letter directly from the manufacturer.

(a). Gray market items are Original Equipment Manufacturer's (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM supplies, equipment, and/or services contracts for maintenance of equipment (i.e. replacement parts) for VA Medical Centers. No remanufactured or gray market items will be accepted.

(b). Vendor shall be an OEM authorized dealer or authorized distributor for the proposed supplies, equipment, and/or services contracts for maintenance of equipment (i.e. replacement parts). Verified by an authorization letter or other documentation from the OEM, such that the OEM's warranty and services are provided and maintained by the OEM. All software licensing, warranty and services associated with the supplies, equipment, and/or services contract for maintenance of equipment shall be in accordance with the OEM terms and conditions.

(c). The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. this includes termination of the contract or, solely at the VA's election, allowing the vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
