9. What is the scope of work in the Hybrid OR’s? Are they to be included in this proposal?

Refer to drawings and specifications for scope within the Hybrid OR’s.

10. Surgical Integration Scope Inclusion

Reference: SF 1442 Item 10 / Page 5, Item 1 (Base) Scope Description

The base bid scope references electrical work to include "technology" systems, and the solicitation lists multiple sole-source justifications for OR-related equipment. Does the scope of work include surgical integration, defined as the audiovisual, video routing, data capture, and/or OR control systems that connect surgical lighting, imaging equipment, endoscopy systems, and other OR devices into a unified operating room integration platform? Please confirm whether surgical integration is included or excluded from the contractor's scope of work.

Video Integration for the Operating Rooms will be provided by a separate VA Contract and is not included in the scope of work. However, coordination is required between the construction contractor and the video integrator.

11. Brand Name Specification for Surgical Integration

Reference: Pages 57–58, Sole Source Attachments; Brand Name or Equal Spreadsheet

If surgical integration is within the scope of this project, has the VA designated a brand name or sole-source specification for the surgical integration system, similar to the sole-source designations issued for Trumpf Medical lighting, Hill-Rom nurse call, Notifier fire alarm, and other systems? If so, please identify the specified manufacturer and model, and provide the associated sole-source justification documentation.

Video Integration for the Operating Rooms will be provided by a separate VA Contract and is not included in the scope of work. Refer to sole source documents included with the solicitation.

12. Salient Characteristics of the Surgical Integration System

Reference: Final Specifications Vol 3; Brand Name or Equal Spreadsheet

If surgical integration is included in the scope and a brand name or equal specification applies, please provide the salient characteristics the VA requires the surgical integration system to meet, including but not limited to:

• Number of ORs requiring integration

• Required input/output types (e.g., 4K video, SDI, HDMI, DVI, USB)

• Required recording and streaming capabilities

• Interoperability requirements with existing VA systems (e.g., VistA, PACS, EMR)

• Required control interface type (e.g., touchscreen, wall panel)

• Infection control and surface requirements for in-room hardware

• Connectivity requirements to nurse call, lighting, or boom systems (e.g., Trumpf Medical interface)

• Any VA-specific cybersecurity or network compliance requirements (e.g., FIPS, VA Handbook 6500)

Video Integration for the Operating Rooms will be provided by a separate VA Contract and is not included in the scope

13. Compatibility with Existing Trumpf Medical Equipment Booms

Reference: Sole Source J&A — Trumpf Light and Equipment Booms

The sole-source justification for Trumpf Medical Light and Equipment Booms notes that seven existing Trumpf booms in storage will be VA-supplied and contractor-installed, with one additional boom contractor-provided and installed. If a surgical integration system is required, must it be compatible with or directly interface to the Trumpf Medical boom system? If so, please specify the required interface protocol or communication standard (e.g., Trumpf iControl, OR1, or equivalent).

Video Integration for the Operating Rooms will be provided by a separate VA Contract and is not included in the scope

14. Number of Operating Rooms Requiring Integration

Reference: Page 5, Item 1 (Base) Scope; J&A Document Section 5

The project scope references renovation of eight new operating rooms. If surgical integration is included, please confirm how many of the eight operating rooms are intended to receive a full surgical integration system, and whether there are different tiers of integration anticipated across the OR suite.

Video Integration for the Operating Rooms will be provided by a separate VA Contract and is not included in the scope

15. Interface with Existing Hybrid ORs

Reference: J&A Document, Section 5 — Trumpf Sole Source Justification

The sole-source justification notes that two hybrid operating rooms were recently added to the surgery suite with

Trumpf Medical equipment installed. If surgical integration is within scope, must the integration system for the renovated ORs interface with or connect to the existing hybrid OR infrastructure? If so, please describe the existing integration platform in those hybrid ORs and any required compatibility standards.

Video Integration for the Operating Rooms will be provided by a separate VA Contract and is not included in the scope

16. In reviewing the project materials, I could not find any reference to the desired sources & destinations for your OR

Integration systems. Jam Labs has scalable solutions for both general ORs & Hybrid complex rooms, which are currently installed at other VA facilities.

If a defined scope has not been established, would it be acceptable to quote two typical types of rooms, General &

Hybrid? These could then be scaled up or down at the facilities request upon award.

Video Integration for the Operating Rooms will be provided by a separate VA Contract and is not included in the scope

17. During the site walk through there were a couple of locations indicated for material loading and debris removal. One was a louver adjacent to the Emergency Entrance to the hospital.

1. What is the loading capacity of that area?

The 6” thick, solid removable precast slabs have a dead load of 240 psf and live load of 250 psf. Refer to attached reference structural drawing S2-1.

2. What provisions will need to be accounted for when loading and unloading materials in this area? Specifically, there is an emergency lane to the hospital that would need to be obstructed during the loading and unloading of materials through the louver opening. Please advise the expectations relative to this emergency lane.

Provide proposed loading and unloading plan as a submittal for VA review during the submittal review period.

3. At the other location, Curtainwall will need to be removed. Please provide the Name and Contact Information for the original installing Subcontractor. It was mentioned at the site visit that there is not a loading capacity issue at this location. Please confirm that is accurate.

The curtainwall on the south side of the project area was replaced circa mid-2020.

LC Fluharty Construction LLC was the Prime Contractor:

LC Fluharty Construction LLC

18222 Lanken Avenue

Cleveland, Ohio

United Glass & Panel Systems, Inc was the subcontractor that installed the curtainwall

United Glass & Panel Systems, Inc

8040 Whipple Ave NW, North Canton, OH 44720

(330 244-9745

There is no loading limitation for this location.

18. Please advise as it pertains to Patient Lifts:

• What is the finished floor to ceiling height and the finished floor to the deck height?

Finish Floor to ceiling height is indicated on the on the Reflected Ceiling Plans.

Height from top of the 2nd Floor slab to top of the roof slab is 12’-6 ½”. Typical roof slab thickness is 9” with a 5” thick, 8’-0” x 9’-0” drop slab at columns. Refer to attached reference drawings 1-9, 1-S2 and 1-S5.

• Is a traversing patient lift rail a project requirement; the drawings appear to indicate that the patient lift in each OR consists of two 14' primary rails but is not clear as to a 6' traversing rail between the two?

Scope to include a fully functioning patient lift system that would require a traversing rail between the two fixed primary rails.

• Are patient lift rails required to be recessed for infection control purposes?

Patient lift rails are not required to be recessed for infection control purposes. Contractor to coordinate patient lift system with ceiling mounted light and boom system to ensure both systems function properly and do not interfere with the range of motion of either system.

19. Please advise as it pertains to Nurse Call:

• Are Hybrid OR 3 and 4 in the project scope?

Refer to drawings and specifications for work within the Hybrid OR’s

• Temporary procedure areas are not shown in the phasing scope (Rooms 231-233), are they in the project scope?
