About this file
This is a Justification and Approval (J&A) document for a sole-source acquisition by the Department of Veterans Affairs, VISN 10, Chillicothe VA Medical Center.
The procurement supports Project 538-18-101, which improves the water system to reduce risk of Legionella contamination and patient injury. The project supplements equipment installed under preceding Project 538-17-503, which established water quality monitoring panels compliant with VHA Directive 1061. The required supplies consist of five Hach Single Parameter Monitoring Panels with SC4500 and CL17sc (Product Number: SPMP-CL) at $8,526.00 each for a total of $42,630.00, and ninety-six Hach Free Chlorine Reagent Sets for chlorine analyzers CL17/CL17sc (Product Number: 2556900) at $78.65 each for a total of $7,550.40. The specifications are located in Specifications Section 22 05 19 and Plan Sheet 00-P002. The justification for sole-source procurement under 41 USC §3304(a)(1) and FAR 6.302-1 (Only One Responsible Source) is based on compatibility with eleven existing monitoring panels that utilize proprietary Hach reagents. Contractor substitution of a different analyzer would add complexity and create potential safety risks for follow-on service contracts due to different chemical reagents. The CL17 and CL17sc analyzers comply with US EPA regulation 40 CFR 140.74, Standard Method 4500-CLG, and US EPA Method 334.0. The justification was certified by Trent Vartorella, Healthcare Engineer at Chillicothe VAMC on December 16, 2025, and approved by Contracting Officer Stanley Burdine on December 23, 2025.

Existing water quality monitoring panels installed in Project 538-17-503, utilize Hach CL17 photometric chlorine analyzers. These analyzers are compliant with US EPA regulation 40 CFR 140.74, Standard Method 4500-CLG, and US EPA Method 334.0 “Determination of Residual Chlorine in Drinking Water Using an Online Chlorine Analyzer.” The existing CL17 and modern CL17sc both utilize a proprietary consumable chemical reagent (Hach: Free Chlorine Reagent Set for chlorine analyzer CL17/CL17sc Product Number: 2556900). As 11 existing monitoring panels utilize these reagents, contractor substitution for a different analyzer would add complexity and potential safety risks for follow-on service contracts due to different chemical reagents.
6. Requirements Certification: I certify that the requirement outlined in this justification is a Bona
