About this file
This document provides guidelines for emergency generator power systems at Department of Veterans Affairs off-site care facilities in Veterans Integrated Service Network 8. Health care centers, multi-specialty community-based outpatient clinics of more than 25,000 net usable square feet, and some primary care clinics must have an installed emergency generator to provide 100% power for at least 96 hours with on-site fuel storage. They must also have a priority fuel delivery contract. For leases under two years, the standard applies to new contracts; leases over two years require amendments. A quick-connect generator standard applies to smaller primary care clinics when permanent systems are infeasible. The related federal contract opportunity is for outpatient clinic services in West Palm Beach, solicited by the West Palm Beach VA Medical Center in VISN 8.

VISN 8 GUIDELINES ON EMERGENCY GENERATOR POWER SYSTEMS
FOR OFF-SITE CARE FACILITIES
A. Standard for Onsite Generators (Health Care Centers (HCC), Multi-Specialty CBOC’s, and
Primary Care CBOC’s >25K Net Usable Square Feet (NUSF):
Health Care Center (HCC). A HCC is a VA-owned, VA-leased, contract, or shared clinic operated at least 5 days per week that provides primary care, mental health care, on site specialty services, and performs ambulatory surgery and/or invasive procedures which may require moderate sedation or general anesthesia.
Multi-Specialty CBOC. A multi-specialty CBOC is a VA-owned, VA-leased, mobile, contract, or shared clinic that offers both primary and mental health care and two or more specialty services physically on site. Access to additional specialty services may be offered by referral or telehealth. These clinics may offer support services, such as pharmacy, laboratory, and x-ray. The clinic may be operational from 1 to 7 days per week.
Primary Care CBOC (>25K NUSF). Primary care CBOCs are VA-owned, VA-leased, mobile, contract, or shared clinics that offer both medical (physically on site) and mental health care (either physically on site or by telehealth) and may offer support services such as pharmacy, laboratory, and x-ray. The clinic may be operational 1 to 7 days per week. Access to specialty care is not provided on site, but may be available through referral or telehealth.
1. Have installed, emergency generator capability to provide 100% full power (normal and emergency) with on-site fuel storage capacity to provide power for at least 96 hours (4 days). [Medical Centers are encouraged to plan for longer durations as needed based on geography (i.e. Puerto Rico) or experience with refueling delays]
2. Have in place a contract or MOA for priority fuel delivery to the clinic.
3. If the hard termination date of a current lease contract is less than two years from the date of publishing the VISN 8 standard, apply the standard to the new upcoming lease contract.
4. If the hard termination date of a current lease contract is greater than two years from the date of publishing the VISN 8 standard, the contract is to be amended to meet the standard, if the lessor agrees to amend the lease contract.
5. When determined not feasible for a permanently installed emergency generator system Standard B shall apply.

B. STANDARD for Quick-Connect Generator Capability (Primary Care CBOC’s <25K NUSF):
Primary Care CBOC (<25K NUSF).
1. If VA is the only occupant of the leased building, the following applies:
a. Provide “Quick-Connect” capability for connecting a mobile emergency generator capability to provide 100% full power (normal and emergency).
b. Have in place a contract or MOA for priority fuel delivery to the clinic.
2. If VA shares the building space with other tenants, the following applies:
a. Determine if the Lessor is willing to agree to an amended lease contract to provide “Quick-Connect” capability.
1) If yes, the proceed with B.1 noted above.
2) If no, submit a request for exemption.
C. EXEMPTIONS:
Should the facility either determine the above guideline cannot be met, is determined infeasible, or preference is to exceed the above standards, notification from the Medical Center Director must be provided to the Network Director and VISN Emergency Manager with an explanation and justification for the determination.
