The PWS outlines the contractor's responsibility to furnish all supplies, materials, personnel, equipment, tools, and supervision necessary to provide complete heating, ventilation, air conditioning, and variable refrigerant flow (HVAC/VRF) maintenance services in accordance with 2026 National HVAC Regulations, ASHRAE Standard 180, and industry standards.

The scope of work consists of two primary service lines: (1) one annual comprehensive maintenance service covering split HVAC systems, VRF units, exhaust fans, and fan coil units across three facilities (Administrative Building, Maintenance Building, and Honor Guard Building), including detailed inspections, coil cleaning, compressor checks, electrical connection verification, and system performance testing; and (2) four quarterly operational maintenance services with filter changes, coil inspections, pressure and temperature verification, and bearing lubrication. Deliverables include written reports documenting all work accomplished during each visit. The contractor must comply with applicable standards from ASHRAE, ACCA, EPA Section 608 for refrigerant handling, and AHRI. The contractor is responsible for providing meeting materials and facilitation support for a post-award kickoff meeting and potential monthly status reviews conducted either in-person at the cemetery or via teleconference at the Contracting Officer's discretion.
