About this file
This is a Question and Answers document (Amendment 001) for Solicitation Number 36C78626Q50156 for HVAC Maintenance Services at Miramar National Cemetery, issued by the Department of Veterans Affairs National Cemetery Administration on September 15, 2026.
The Q&A clarifies critical contract structure and service requirements. The Government will award a base year contract with four 12-month option periods. Offerors must price for five total annual service events: one (1) Annual Comprehensive Maintenance service and four (4) Quarterly Operational Maintenance services per contract year for the base year and each option period. The annual comprehensive service visit will align with one of the quarterly operational visit dates, requiring only one combined report for that visit. Offerors must submit four separate files (Volume A Administrative, Volume B Technical, Volume C Past Performance, and Volume D Pricing) and should verify and correct any formula errors in the pricing schedule template (Attachment B). Services should be scheduled during administrative office hours (Monday-Friday, 8:30 AM to 4:00 PM) with required COR coordination for all visits. Offerors must price MERV 10 filters per PWS Attachment 3 specifications; two split systems identified have washable/reusable filters and do not require filter pricing. All HVAC, VRF, fancoil, and exhaust fan equipment is accessible using standard ladders and conventional service access without specialized equipment. Corrective repairs, component replacements, refrigerant recharges, major coil cleaning, and other unplanned work outside the defined preventive and operational maintenance scope are not included in the fixed-price award and require separate Government authorization and pricing.

Question and Answers Solicitation Number: 36C78626Q50156 Amendment Number: 001 Q&A Release Date: 09-15-2026
Notice to Offerors: The Government's responses below are provided for clarification purposes only and are incorporated into the solicitation via Amendment 001. These Q&As do not constitute a change to the solicitation unless expressly stated. All other terms and conditions of Solicitation No. 36C78626Q50156 remain unchanged and in full force and effect.
Question 1: The combined synopsis generally identifies a base year and four option years, while another section states that the Government anticipates a definite-quantity contract with no option periods. Attachment B includes a base year and four option years. Should offerors complete and price all five periods shown in Attachment B?
Answer: The government intends to award a Base year with four 12-month option periods.
Question 2: The Performance Work Statement and Attachment B require one comprehensive maintenance service and four operational maintenance services during each contract year. Attachment 2 appears to show one comprehensive service and three operational services. Should offerors price and perform five total visits per contract year as shown in Attachment B?
Answer: Offerors should price for one (1) Annual Comprehensive Maintenance service and four (4) Quarterly Operational Maintenance services per contract year — five (5) total service events annually — for the Base Year and each Option Period, consistent with the price schedule attachment. This is a material correction to the solicitation.
Question 3: Attachment B appears to contain a formula inconsistency in cell F2 for the Base Year Comprehensive Maintenance line. The extended-price cell references blank cell I23 instead of multiplying the unit price by the quantity. May offerors correct this formula so the Base Year extended price and evaluated total calculate accurately?
Answer: The price schedule serves as a template for input and offerors should verify their pricing calculations and edit the pricing sheet as appropriate to convey their quote.
Question 4: The quotation instructions state that offerors should submit three separate documents, but the instructions identify Volume A Administrative, Volume B Technical, Volume C Past Performance, and Volume D Pricing. Should the quotation be submitted as four separate files?
Answer: Yes. Offerors should submit 4 separate files to align with the various Volumes outlined in the Combined Synopsis.
Question 5: The Performance Work Statement requires written reports of completed work after each visit, but the deliverables schedule identifies four reports. Is a written report required following the annual comprehensive visit in addition to the four quarterly operational reports?
Answer: Offerors should account for providing a written report for each visit. The annual comprehensive service maintenance visit date will align with one of the quarterly operational visit dates and 1 report will suffice for the visit that covers the quarterly and annual visit.
Question 6: Attachment 3 identifies four 16x20x1 MERV 10 filters. Should offerors price the filter sizes and quantities exactly as listed in Attachment 3, with any field-verified changes addressed after award?
Answer: Price the CLINS on the price schedule IAW the PWS attachment 3 specifications.
Question 7: Please confirm that routine preventive‑maintenance work may be performed during normal weekday business hours, unless otherwise coordinated with the COR.
Answer: The administrative office is open Monday through Friday, 8:30 AM to 4:00 PM, and is closed Saturday and Sunday. Services rendered should align with the administrative office hours unless otherwise noted by the COR. Coordination with the COR for all visits and services rendered prior is required.
Question: 8 Attachment 1 lists six split systems and nine fan‑coil units, yet Attachment 3 identifies filters (16" × 20" × 1" MERV‑10) for only four split systems.
Answer: Split system with Model # 38MBRBQ36AA301 and model # LSU120HEV2 both have washable/re-usable air filters.
Question 9: Please confirm that corrective repairs, component replacements, refrigerant loss due to leaks, major coil cleaning/restoration, and any other repairs identified during preventive maintenance are outside the fixed PM scope and will be separately authorized and priced by the Government as needed.
Answer: The tasks defined under each CLIN are limited to scheduled preventive and operational maintenance activities as outlined in Sections 2.1 and 2.2 of the PWS. Corrective repairs, component replacements, refrigerant recharge due to leaks, major coil cleaning or restoration, and other unplanned repair work are not listed as tasks under either CLIN. As such, any work falling outside the defined scope of these two CLINs would not be covered under the fixed-price award and would require separate Government authorization and pricing.
Question 10: Please confirm whether all HVAC, VRF, fan‑coil, and exhaust‑fan equipment is accessible using standard ladders and conventional service access, or whether any specialized access equipment—lifts, scaffolding, roof‑access systems, etc.—will be required.
Answer: All equipment listed is accessible by standard ladders, and conventional service access.
Question 11: Please confirm the intended requirement:
1. Four (4) quarterly operational maintenance services plus one (1) annual comprehensive maintenance service (total of five service events annually), OR
1. Three (3) operational maintenance services plus one (1) annual comprehensive maintenance service (total of four service events annually).
Answer: Four (4) quarterly operational maintenance services plus one (1) annual comprehensive maintenance service (total of five service events annually). Please note that the annual service maint. Visit will align with the date of 1 of the Quarterly operational maintenance visit dates.
