About this file
This is a Federal Acquisition Regulation (FAR) clause for evaluation criteria under simplified acquisition procedures. The clause establishes the basis for award and evaluation methodology for quotations submitted in response to simplified acquisition solicitations.
The Government will award the purchase order to the responsible quoter whose quotation is most advantageous overall, considering price and other factors. Quotations are evaluated using a comparative process across three primary factors: Technical and Experience Capability, Past Performance, and Price. Technical capability is assessed based on the quoter's ability to meet or exceed Government requirements as outlined in the solicitation. Experience capability evaluation addresses the relative risks associated with the quoter's likelihood of success, considering the Contracting Officer's knowledge, customer surveys, Contractor Performance Assessment Reporting System (CPARS) data, or other reasonable bases. Offerors rated technically as borderline or below are ineligible for award. Past performance is evaluated to assess risk related to an offeror's record under other contracts, drawing from Federal and non-Federal references and personal business experience. Offerors without recent, relevant past performance information cannot be rated favorably or unfavorably. Price evaluation consists of adding all line item prices, including all options, to determine the Total Evaluated Price. For options exercised under FAR 52.217-8, the evaluation assumes extension service prices will match contract rates and that option pricing will not affect relative ranking unless the Government finds otherwise. Option evaluation does not obligate the Government to exercise options. The clause permits selection of quotations exceeding minimum requirements and reserves the right to reject offers with significantly unbalanced option pricing.

52.212-2 EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES
(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(b) The following factors shall be used to evaluate quotations:
(1) Technical and Experience Capability
(2) Past Performance
(3) Price
(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
(1) Technical Capability: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation (52.212-1).
Experience Capability: The experience performance evaluation will assess the relative risks associated with a quoter’s likelihood of success in fulfilling the solicitation’s requirements as indicated by the quoter’s experience performing this same service. The experience evaluation may be based on the
Contracting Officer’s knowledge of and previous experience with the service being acquired; Customer survey replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis.
PLEASE NOTE:
OFFERORS WHO ARE RATED TECHNICALLY AS BORDERLINE OR BELOW MAY NOT
BE CONSIDERED FOR AWARD.
(2) Past Performance: The Contracting Officer will evaluate past performance to assess the risk associated with an Offeror’s likelihood of success in performing the solicitation’s requirements as indicated by an Offeror’s record of past performance under other contracts. The Contracting Officer will consider references from either inside or outside the Federal Government, and may rely upon personal business experience with the Offeror. The Contracting Officer may also consider past performance information from sources other than those provided by the Offerors. In the case of an Offeror without a record of recent/relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonable assigned, the Offeror will not be evaluated favorable or unfavorably on past performance.
(3) Price: The Government will evaluate the price by adding the total of all line item prices, including all options. The Total Evaluated Price will be that sum.
(d) Options. The Government will evaluate offers for award purposes by adding the total price for all options (including optional Contract Line Items) to the total price for the basic requirement. The
Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all quotes relative to each other, and will not affect the ranking of quotes based on price, unless, after reviewing the quotes, the Government determines that there is a basis for finding otherwise. Evaluation of options shall not obligate the
Government to exercise the option(s).
