This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This solicitation is Brand Name or Equal Unrestricted.

The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical and Medical Instrument Manufacturing with a small business size standard of 1000 Employees.

The FSC/PSC is 6515 Medical and Surgical Instruments, Equipment, and Supplies.

The Great Lakes Acquisition Center, on behalf of the Tomah VA Medical Center, Tomah, WI 54660-3105 is seeking to setup an Indefinite‑Delivery Contract (IDC) with 4 ordering periods contract for acquisition and installation of new ceiling lift systems through the Tomah VA Medical Center and Outpatient Clinics.

All interested companies shall provide quotations for the following items:

(See S02 - Attachment Appendix B for SOW)

Statement of Work Site walk through A site walk through has been scheduled for June 16th, 2026.

POC: Elizabeth Arity and Ethan Urban as secondary Location: Building 402 at the turnaround entrance.

Cutoff date for questions will be June 23rd, 2026 (11:59pm Central time). Questions can be submitted to Matthew.Hohl@va.gov.

Salient Characteristics Background The facility requires a Indefinite‑Delivery Contract (IDC) ordering period contract for acquisition and installation of new ceiling lift systems through the Tomah VA Medical Center and Outpatient Clinics. Locations of lifts are outlined in Appendix B. (See Attachment Appendix B for SOW) Ceiling lifts are essential for ensuring safe patient handling and mobility. The current systems do not meet the Veterans Health Administration (VHA) required load testing standards, as identified during the annual preventive maintenance review, and must be replaced to maintain compliance and patient safety.

Specifications

1. Overhead ceiling lifts:

a. The Lift Unit shall be constructed of a steel frame system driven by a gear-reduced, high-torque, horizontal axis motor.

b. The ceiling lift motor shall have an integrated Class III scale with LCD screen that allows users to read weights off the hand control for ergonomic safety and accurate documentation.

i. Scale must be internal and not decrease the lifting height of the system. Detachable scales do not meet this requirement because they reduce hanger-bar clearance. Detachable scales also create a point of failure that could impact patient safety.

ii. The hand control must include a non-magnetic feature.

c. Bariatric Lifts with a minimum 800 lbs. weight capacity must be controlled by one (1) hand control.

i. Weight capacity shall be achieved using a single lift motor.

d. Lifts with a minimum 550 lbs. weight capacity, one lift per room.

e. The lift should include an integrated dynamic gait and offloading feature with a secure and stable stopping function to facilitate stable gait training, balance exercise and safe fall recovery practices, thereby supporting confident participation in Physical, Occupational and Restorative therapies and enhancing overall functional outcomes.

f. Electronic soft-start and soft-stop motor control so that there are no abrupt starts or stops while the lift is being utilized.

g. Shall have an emergency manual lowering device. This emergency manual lowering device cord shall be red. Operation of the emergency manual lowering device shall be in such a way that users can apply continuous pull to the cord to facilitate slow descent of the patient without tools or ladders; tool-dependent designs (hex/Allen) are unacceptable due to response-time delays and increased patient risk.

h. Emergency stopping device - when activated, all vertical movement must cease at maximum load. The emergency stop functionality will safely hold the maximum patient loads with minimal drift not exceeding a15cm/s and a drift less than 5cm total which are consistent with ISO standards and national VHA requirements.

i. Current limiter for circuit protection in case of overload.

j. Safety device that stops the motor from lifting when batteries are low.

k. Emergency brake (in case of mechanical failure).

l. Hanger bars shall be able to reach the floor level for fall recovery scenarios.

i. Lifting strap shall be of a length to accommodate ceiling heights outlined in Appendix B

m. Cab: VO plastic–fire retardant, UL 94.

n. Hand controller shall be able to be stored securely to the hanger bar and without the use of magnets which may interfere with a pacemaker or implantable devices.

o. The safe working load of the ceiling lift motor shall be clearly labeled on the outside of the ceiling lift motor.

p. The life cycle (number of charging cycles) for batteries shall comply with IEC 6100-1-2.

q. Provide rechargeable batteries with up to 100 transfers with a load of 200 lbs. (74kg) (for repositioning)

r. The ceiling lift system (motor/hanger assembly) shall be approved for use with any manufacturer’s loop style slings.

s. See Appendix B for the breakdown of lift quantities and type specifics.

t. LIKO brand lifts will not be accepted due to recurring issues identified during annual preventive maintenance, as they have not consistently met the VHA-required testing standards for the emergency stop feature under maximum load conditions.

2. Slings:

a. The straps shall meet ISO 10535, Appendix A guidelines. The straps shall ensure the patient’s safety by preventing the patient from falling out of the sling.

b. The sling shall meet ISO 10535, Appendix A guidelines. The sling shall cradle the body of the patient. Bariatric slings shall be rated to a minimum of the bariatric motor supplied

c. The lift shall be compatible with other vendor slings.

3. Hanger Bars:

a. The hanger bar style shall be the suspension point style compatible with the lift strap.

4. Continuous charge track systems

a. Non-recessed, room covering track system with single rail, single bathroom curve. Structural deck mounted.

b. Bariatric, non-recessed, room covering track system. Structural deck mounted.

c. Non-recessed room covering track system, deck-mounted.

d. Non-recessed single rail track system.

e. The ceiling track shall be made from high-strength extruded aluminum. Provide anchor supports at ceiling substrate.

f. Installed rail shall be security tested for 1.5 times greater than the motor’s weight capacity and maximum allowable deflection of a horizontal rail is no more than 1/16th inch per 7.87 inch of track length per ISO 10535 standards.

g. See Appendix B for room specific track configurations details.

5. Vendor Qualifications and Additional Requirements

a. This contract includes all travel, labor, and parts, including onsite delivery, extended installation, setup, and configuration from a single manufacturer.

b. Tomah VAMC requires the selection of a reputable manufacturer with a verifiable history of product safety, regulatory compliance, and reliable performance to protect Veterans and staff. Prospective vendors must provide proof of a strong safety record.

i. Manufacturer will provide a five-year summary of all relevant device recalls, safety notices, corrective actions, and adverse event reports for ceiling lift motors and tracks in the U.S. market for consideration by the facility. The facility reserves the right to access comprehensive safety records through the VHAs internal safety documentation to ensure full disclosure occurs.

6. Installation Services and Quality Assurance:

a. Certification for compliance is required for Ceiling Mounted Patient Lift Systems. Certifications shall be provided by the manufacturer who will conduct testing to ensure that the ceiling lift and charging system are safe and in compliance with ISO 10535 & UL 60601-1.

b. Certification of compliance with VA requirements shall be provided by the vendor’s Structural Engineer (Inspector of-Record; IOR), who will observe installation and manufacturer’s testing to ensure that the ceiling structure, ceiling lift, and charging system is safe and in compliance with shop drawings, structural calculations, specifications, ISO 10535 requirements, and code requirements. IOR shall be a registered structural engineer in the state of installation.

c. Install ceiling-mounted patient lift system as per manufacturer's instruction and under the supervision of manufacturer's qualified representative and as shown on drawings.

d. If the distance in between the suspended ceiling and anchors is more than 12” consult with the manufacturer to determine if lateral braces will be required.

e. Final Inspection of installed ceiling-mounted patient lift systems shall be conducted in accordance with the manufacturer’s installation checklist and the required VHA National Installation and Relocation Checklist for Ceiling Mounted Patient Lifts (National Center for Patient Safety (NCPS) Patient Safety Alert AL14-07) prior to use for patient movement.

f. Installation of lifts will need to be coordinated around patient care access to patient rooms. The maximum number of rooms that could be made available at any given time is estimated at 10. Installation may require multiple phases depending on the amount of equipment included in the individual task order. Scheduling will need to be coordinated with VA internal trades or third party contractors to ensure any identified work (e.g. sprinkler relocation, ceiling modifications, etc.) is completed both before and after to ensure the space can be turned back over for patient care. The contractor is expected to assist the VA in identifying this work to ensure a successful turnover of space for patient care.

7. Maintenance:

a. Lifts will adhere to the required VHA Corrective and Preventive Maintenance Checklist for Ceiling Mounted Patient Lifts.

b. Service manuals, customer manuals, and instructions for use will be supplied by the manufacturer prior to selection process for review.

8. Design Services and Submittals:

a. Shop drawings (a.k.a. installation or coordination drawings) shall show structural supports to the underside of structure. Structural calculations for the support of the track and its attachment to ceiling structure shall be submitted. Shop drawings used in the quoting phase shall be PDFs, and either 2D CAD files or 3D BIM files showing structural support to underside of structure. Shop drawings shall also provide general room layout with bed position and all obstructions to ceiling lift.
