About this file
This is a Single Source Justification document for simplified acquisition procedures issued by the Department of Veterans Affairs, VISN 01, Station 523 (VA Medical Center Brockton, MA). The justification supports RFP 523A5-18-371 for the Building 4 Elevator Replacement project and permits procurement of specified construction materials and services from single sources rather than through full and open competition. The procurement amount exceeds the micro-purchase threshold but does not exceed the $250,000 simplified acquisition threshold. The contracting activity is Facilities Management Service at VA Medical Center Brockton, located at 940 Belmont Street, Brockton, Massachusetts 02301.
The justification identifies five categories of required items and services, each limited to a single manufacturer or vendor based on standardization and compatibility requirements: Interior Signage (Innerface, the existing VA Brockton building standard installed campus-wide); Direct Digital Control HVAC Building Management System (Siemens Building Technology, the existing building management control system campus-wide); Fire Alarm System (General Electric/EST-3 as assembled by Signet Electronic Systems, Inc., now Encore Fire Protection, meeting NFPA and UL listing requirements); Electronic Safety & Security (Hirsch Electronics card access system with Red Hawk Fire and Security Company/Everon as the local representative, protecting over $3.5 million in installed equipment); and Electrical Equipment (Russ Electric Automatic Transfer Switch Factory Technician services for existing ATS equipment and emergency generator work). The justification cites technical compatibility risks, existing service contracts, warranty protection, regulatory compliance, and the critical nature of these systems as reasons precluding substitutions. Market research was not conducted because the general contractor awarded the main construction contract will be responsible for vendor selection. The Contracting Officer, Heather Libiszewski-Gallien, certified on February 12, 2026, that this justification is accurate and that the procurement will be competed based on fair and reasonable pricing determination.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 1 of 3
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-26-AP-1397
1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 523, Facilities Management Service, VA Medical Center Brockton, 940 Belmont St, Brockton, MA 02301.
The proposed procurement, Request for Proposal (RFP), 523A5-18-371 Building 4 Elevator Replacement.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The justification is to support the 523A5-18-371 Building 4 Elevator Replacement project at the VA Medical Center Brockton, MA. This justification is for other than full and open competition for the procurement of certain construction materials. The use of a particular brand for the items listed below is s a small portion of the construction materials requested to accommodate standardization of these items throughout the facility.
Interior Signage: Innerface is the existing VA Brockton Engineering building standard for signage that is installed and operating campus wide at the Brockton VAMC.
Direct Digital Control Building Management System including components: Siemens Building Technology Direct Digital Control HVAC Building Management. This system is VA Brockton Engineering’s Building Standard for the Direct Digital Control Building Management System.
Fire Alarm System including components: General Electric/EST-3 Fire Alarm System as assembled and bench tested by the manufacturer of record, Signet Electronic Systems, Inc.
(now Encore Fire Protection)This system is VA Brockton Engineering’s Building Standard for the Fire Alarm System.
Electronic Safety & Security: Hirsh Electronics, Red Hawk Fire and Security Company (now Everon) Electronic security installation requirements for Hirsch Electronics Card Access System is the sole manufacturer and Red Hawk (now Everon) is the local representative.
Electrical Equipment: Russ Electric Automatic Transfer Switch Factory Technician for the tie in pre transfer signal, programming, installation requirements, testing and certification for the ATS equipment for existing ATS equipment, emergency generator and pre transfer work.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Revision: 01 Effective Date: 11/15/2024 Page 2 of 3
Innerface Interior Signage: Innerface is the existing VA Brockton Engineering building standard for signage that is installed and operating campus wide at the Brockton VAMC. The Brockton campus has an existing inventory of spare parts; it would be uneconomical for VA to create additional inventories of other manufacturer’s signage. Therefore, only this manufacturer’s products are acceptable; no substitutions.
Siemens Building Technology Direct Digital Control HVAC Building Management System including components: Siemens Building Technology Direct Digital Control (DDC) Building Management System is the existing building management control system installed and operating campus wide at the Brockton VAMC. Any products to be used on the existing Building Management System must interface with the existing system. To minimize the technical risks of ensuring compatibility among the component parts and integration of the entire DDC system with the campus wide system, the system and components installed in this project should be provided by the same manufacturer as that of the campus wide system;
other manufacturer’s components may not operate properly or operate at all on the existing system. The VA has existing service contracts with Siemens. It is cost effective for the new DDC system and components to be installed and maintained under the existing service contracts with Siemens. Introducing other manufacturer’s products may void the existing DDC system’s manufacturer’s warranty. Therefore, only this manufacturer’s products are acceptable; no substitutions.
General Electric/EST: 3 Fire Alarm System as assembled, and bench tested by the manufacturer of record (Signet Electronic Systems, Inc.) (now Encore) is the existing fire alarm system installed and operating campus wide at the VAMC. National Fire Protection Association (NFPA), Building Code, Life Safety Code, and VA Standard require Fire Alarm systems to be the product of one manufacturer to maintain UL listing, NFPA compliance testing, and hospital certification. This project will include fire alarm system installation that is an extension of the existing campus wide code compliant and certified fire alarm system.
Any products to be used on the existing fire alarm systems must be the existing system’s products in order to ensure system compatibility and to maintain manufacturer’s warranty.
Other manufacturer’s components may not operate properly or operate at all on the existing system. Therefore, only this manufacturer’s products are acceptable; no substitutions.
Electronic Safety & Security and Video Monitoring System: The entire Medical Center Complex (all three divisions) is on a Hirsch Electronics card access system. The system provides security to the complex and is connected directly to monitors in the Police headquarters at all three divisions. The nodes of the system are in controlled spaces throughout the facility. Access to the spaces is strictly controlled to assure the security of this system and the other critical Information Systems in these spaces. The system as a whole, over $3,500,000 of installed equipment, is an essential part of assuring Safety and Security of patients and staff at the Medical Center with monitoring capabilities. Accordingly as we look toward adding small new pieces to the system it is essential that we safeguard our investment and the systems overall integrity. The recommended source has demonstrated both the ability to install the system properly and to troubleshoot problems when they occur. No other
Revision: 01 Effective Date: 11/15/2024 Page 3 of 3 contractor has the information, nor does the VA have an adequate inventory and description in order to allow others to provide proposals. Moreover, if another contractor performed work on the system and the VA had problems after the fact with the system, the government could certainly end up in a dispute not easily resolvable as each vendor could blame the other for the problems with the system and the VA, even with the devotion of a lot of time, would be hard pressed to determine who was at fault. Engineering Service believes that a critical system like this one needs to be taken care of and modified by a single company so that when there are problems a single source can be contacted for immediate correction.
Electrical Equipment: Russ Electric Automatic Transfer Switch Factory Technician for the tie in pre transfer signal, programming, installation requirements, testing and certification for the ATS equipment for existing ATS equipment, emergency generator and pre transfer work.
This project will include electrical system installation that is an extension of the existing atuomatice transfer switch and emergency generator equipment that is code compliant and certified system and must be one manufacturer to maintain UL listing.
4. Description of market research conducted and results or statement why it was not conducted: Market Research was not conducted in association with this request. Since these systems/material will be procured by the eventual awardee, the general contractor receiving the award (not the Contracting Officer) will be responsible for selecting the vendor that will provide these items.
5. Contracting Officer's Certification: I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
