About this file

This is a Project Manual specification document for the Replace & Upgrade Community Living Center (CLC) HVAC project at Sioux Falls VA Health Care System in Sioux Falls, South Dakota (VA Project #438-23-450). The document serves as the technical specifications and general requirements governing all aspects of construction work, including demolition, asbestos abatement, HVAC systems, plumbing, electrical work, and finishing trades across Divisions 00-48 of the construction specification format.

The specification establishes comprehensive requirements for contractor performance across multiple critical areas. General Requirements (Section 01 00 00) mandate a Critical Path Method (CPM) schedule, quality control procedures with three-phase inspections (Preparatory, Initial, and Follow-Up), and strict safety protocols including accident prevention plans and activity hazard analyses. The contractor must maintain project schedules, manage submittals through an electronic system (Submittal Exchange), provide warranty management, and conduct testing and commissioning of all systems. Safety Requirements (Section 01 35 26) are extensive, covering infection control with ICRA classifications (Class III/IV predominant), tuberculosis screening for all workers, fall protection at 6 feet and above, electrical work requirements with lockout/tagout procedures, and crane operations including critical lift plans. Construction waste must achieve a minimum 50 percent diversion rate from landfills, and sustainable construction requirements include low-pollutant-emitting materials, recycled content products, and building flush-out procedures. The specification includes detailed provisions for traditional asbestos abatement (Section 02 82 11) with approximately 10 linear feet of non-friable caulking to be removed, requiring HEPA filtration systems, personnel decontamination facilities, negative pressure maintenance at -0.02 inches water column gauge, and final air clearance testing to 0.01 f/cc. All work must comply with OSHA 29 CFR 1926, EPA regulations, and applicable state and local South Dakota requirements. The contractor is responsible for providing qualified personnel including a Site Safety and Health Officer, Competent Persons for specialized work, and maintaining continuous site presence during construction operations in an active healthcare facility operating 24 hours per day, seven days per week.

Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the

Medical Center Director’s prior knowledge and written approval. Refer to specification Sections 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, 27 05 11

REQUIREMENTS FOR COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON WORK RESULTS FOR ELECTRONIC SAFETY AND SECURITY for additional requirements.

2. Contractor shall submit a request to interrupt any such services to COR, in writing, 14 days in advance of proposed

01 00 00 -9 interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.

3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical

Center . Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.

4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the COR.
