About this file

This document is a National Environmental Protection Act (NEPA) Environmental Compliance Checklist for a Department of Veterans Affairs project at the Nebraska-Western Iowa Health Care System. The specific project is 636-24-505 Upgrade TR House Bathrooms, Bldg 6 Ramp, which has been categorically excluded from requiring a full Environmental Assessment (EA) or Environmental Impact Statement (EIS). The checklist systematically evaluates potential environmental impacts across multiple categories including aesthetics, air quality, biological resources, cultural resources, geology and soils, hazards and hazardous materials, hydrology and water quality, land use, noise, population and housing, public services, transportation, and utilities.

The checklist indicates that the project does not trigger significant environmental concerns, with most evaluation criteria marked as "NO" or "N/A". Notably, there is one "YES/NO" response regarding objectionable odors and noise levels, with a notation that an Incident Safety and Loss Management (ILSM) plan will be in place during ramp renovation. The document is signed by VA GEMS Coordinator Kecia Spofford and Engineering Design COR Ellexis Baker on 04/15/2025, confirming environmental compliance review for this renovation project at the VA medical facility.

Environmental Compliance Checklist

Nebraska-Western Iowa Health Care System

Project: _______________________________________________________________

The purpose of the Environmental Compliance Checklist is to identify potential environmental compliance requirements early in the project life cycle. It is intended for use by the Nebraska Western Iowa Health Care System (NWIHCS) planners, engineers, project coordinators, Contracting Officer Representatives (COR), professional consultants, and facility GEMS Coordinator involved in construction /renovation activities. This checklist is not intended to substitute for activity otherwise required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the National Environmental Policy Act (NEPA), or VA and EPA regulations.

The checklist is organized according to those activities associated with facility construction, demolition and operations. The questions are designed to discover project activities that trigger various environmental requirements.

The Environmental Compliance Checklist should be completed by the NWIHCS GEMS Coordinators and/or other staff knowledgeable of environmental requirements related to construction projects, VHA facility infrastructure and equipment, real property transactions, enhanced use lease and similar projects.
