About this file
This document is a Responses to Questions/RFI/Clarifications file for Solicitation Number 36C26325B0024, a VA project involving upgrades to TR House Bathrooms and Building 6 Ramp. The project includes renovating bathrooms in the TR House, which involves removing existing tubs/showers, replacing fixtures, and installing new wall surrounds, with no changes to overall room dimensions. For Building 6, the scope requires replacing the entry door with a 4-foot wide door, potentially involving limited brick veneer modification, and addressing accessibility improvements to the concrete ramp and ADA panels.
Key additional details include a requirement for performance and payment bonds per FAR 28.102-2, no VA-provided design for the ramp, and a specified 500 linear feet of sidewalk repair as an additive alternate bid item. The VA will not grant a due date extension, and contractors were advised that laydown areas will be discussed in a pre-construction meeting. No as-built floor plans will be provided for the existing structures. The project does not include installing exhaust fans in the bathrooms, and the VA confirmed that door and limited brick modification for Building 6 are permitted.

Responses to Questions/RFI/Clarifications
Question: Will the requirement for bonding insurance be waived due to the project's projected cost being between $250K-$500K?
Answer: The requirement will NOT be waived. FAR 28.102-2 states that construction contracts exceeding $150,000, require performance and payments bonds that are 100 percent of the original contract price, and if the contract price increases, an additional amount equal to 100 percent of the increase is required for a performance and payment bond.
Question: During the walk through on the TR house I was struggling to understand what exactly the scope of work was. For instance, the images of the mold on the wall. It was stated in the walk through that no exhaust fans will be installed and this will never fix nor stop the issue of mold growing within the bathrooms.
Answer: No new exhaust fans will be installed. Per SOW:1.b: “BASE BID, TR House Bathrooms:
Renovate TR house bathrooms including modifications of room finishes and replacement of bathroom fixtures with no change to overall dimensions.”
Question: On the scope of work I cannot locate where it states the tubs will be removed as we were told this on the walk through that the tubs will be removed. With that being said, if the tubs were to be removed, that would not be possible without opening the wall.
Answer: Please reference:
• SOW: Section 2.a.i.a: “Remove existing tub/shower”
• SOW: Section 2.a.i.a.i: “Other removals pertain to items found as part of existing conditions that the contractor believes would prevent them from finishing the renovation.”
• SOW: Section 2.a.i.b.iii” “Shower walls -Durabath SSP 96” (3) wall surround in smooth white finish (or equivalent that meets the same standard/requirements)”
• SOW: Section 2.a.i.d: “Furnish and install Durabath SSP wainscot (or equivalent that meets the same standard/requirements) on bathroom walls, covering old tile area, to match shower walls.”
Question: For building 6, after speaking with a few engineers, just having the ramp designed this expense would be over half the working budget you have set in place. Is it possible for the VA to have this designed to meet VA standards and ultimately give the VA what they want to have for an end result?
Answer: No, the VA will not provide design.
Question: For building 6, I noticed on the SOW it states that the current door needs to be replaced with a 4FT wide door. Will this even be possible due to the building being on the historical site? Will the VA be giving a waiver for this item?
Answer: Yes, it is possible. The VA doesn’t need a waiver for the door replacement.
Question: Will the VA grant a due date extension after the responses to the RFI’s have been issued; in order the contractors to address clarifications with subs & suppliers?
Answer: No, the VA will not grant a due date extension at this time.
Question: Where is the designated location of the contractor laydown / staging area on the VA campus during construction?
Answer: The laydown area will be discussed at the pre-construction meeting.
Question: Will the VA provide the as-built floor plan for the existing concrete ramp at building 6?
Answer: No. This information is unavailable.
Question: Will the VA specify the required tactile paver replacement types for ADA panels?
Answer: Replace to match existing.
Question: Please clarify whether the ADA panels are to be replaced only & the concrete ramp is to remain? (See the photo below) It appears the concrete ramp needs to be replaced along with the ADA panel? Please confirm?
Answer: It is COR’s understanding that the pavers typically get installed in wet cement and typically the section of concrete is replaced when installing the pavers. It is the COR’s opinion, based only on this limited view image from the question that the approximate area within the red outline be replaced. (See also S06 Atch A. Revised SOW comment information under section 2. c. iii. (a) on page 6, highlighted in yellow)
Question: The scope of work calls for a minimum width for the building 6 entry door.
The existing width is 3’-2”. Widening the opening to 4’ will require demo & removal of the existing brick veneer and resetting to match the existing. Please confirm whether modifying the brick veneer is the intent required in the scope of work? Does building 6 falls under the historic society designation?
Answer: The door replacement and the limited area of demo/replacement of the brick to match existing is allowed by the VA.
Question: After field verifying a section of the sidewalk repair during the site visit, the quantity of concrete to be replaced relative to the VA’s expectations, the linear feet of sidewalk replacement are unknown with the amount of repairs for the contractors to bid on to match apples to apples. Will the VA please provide the exact quantities of sidewalk replacement at each red highlighted location?
Answer: For SOW pertaining to the red highlighted locations for “ADDITIVE ALTERNATE BID ITEM NO.
2, Sidewalk Repair” only; the requirement would be 500 liner feet of sidewalk repair. (See S06 Atch A.
Revised SOW under Section 2. c. i. (b) highlighted in yellow and Figure 5, on pg. 6)
Question: Will the VA provide as-built floor plans for the building 5 – TR housing bathroom renovations?
Answer: No. This information is unavailable.
