E. Structural

The roof and the applicable support was designed in accordance with AISC 360 and AISC Steel Manual. The adjusted loads of the MOD-2 roof top equipment will be evaluated, the required structural steel roof top framing will be updated accordingly. All loads applied to roof structure to determine the structural adequacy were in accordance with ASCE 7 and VA Structural Design Manual dated Oct. 1, 2022. The structure was determined to adequately support the new AHU by utilizing a support that carried most of the load directly to the columns as the existing steel beams were not adequate to carry the full load of the AHU.

F. Plumbing

G. Sanitary

H. HVAC

The renovated space will be provided with conditioned air to meet or exceed the minimum requirements as addressed by the January 2023 HVAC Design Manual.

All mechanical systems in Building 45 will be removed and / or replaced. There are two (2) air handling units and 1 make up air unit that will be removed. Steam service and chilled water service will be replaced back to mains in the corridor. All ductwork will be replaced. Due to the change of scope in the modification, the existing ceiling will be replaced, to include air terminals. Existing pneumatic controls will be replaced with a DDC system. Controls shall be a new, open network, contractor line, BACNET compatible, Tridium based control system. This system shall be seamlessly integrable with the existing JCI Niagara 4 platform.

The building will be served by one (1) Air Handling Unit (AHU-1) located on a new curb and one (1) Make-up Air Unit (MAU-1) located on the roof. Building 1 consists of the Veterans Canteen Services store, dining area, restroom and kitchen. MAU-1 shall only serve the kitchen.

A lead-lag steam to water heat exchangers and heating water pumps shall be used to generate glycol heating water service for AHU-1, MAU-1 and VAV systems. Heating water shall be 40% propylene glycol to prevent freezing.

The VA has an option to use either a steam or gas fired MAU-1. It was determined during the 35% review meeting that the VA prefers steam service to the MAU-1.

During the code review, the VA requested changing the MAU-1 to a glycol heating coil. This design has been developed, upsizing pumps and heat exchangers. MAU-1 will be tied into a new Demand Control Ventilation system that will automatically adjust exhaust fans and supply air based on kitchen meal preparation requirements.

There are nine (9) existing exhaust fans. The project intent is to replace these with up blast exhaust fans, however, EF-1 has connections to a grease hood and an exhaust grille. These will be separated to meet current codes. The Contract Drawings provide design for 7 roof mounted exhaust fans and 1 ceiling exhaust fan.

A chilled water to glycol chilled water gasketed plate heat exchanger will be used to generate 40% Propylene Glycol (PG) chilled water for MAU-1 and AHU-1. This equipment is required for freeze protection. This will allow for easier maintenance and prevent chilled water coils from bursting.

Existing steam cabinet heaters in the kitchen will be replaced with heating water cabinet heaters. These will be used to provide kitchen heating requirements when the kitchen is not in use, which will allow MAU-1 to remain in the “off” position.

For Construction scheduling, we anticipate 3-4 months for startup and equipment purchasing. Once equipment is ready we anticipate 3 months of work per phase.

I. Electrical & Lighting

There are three electrical panels in the mechanical room and adjacent area. Panels have enough capacity and breaker space for the new air handler, fans, and other electrical loads that may be needed. However, transformer will need expanded capacity to new loads. Updated equipment will resize circuits, to include breaker, conduit, and conductor. This will be known after new mechanical equipment selections. Existing Federal Pacific Electric equipment within scope will be replaced, which will include breakers serving existing loads. Any additional electrical equipment deemed beyond its remaining useful life by VA or site inspection will be replaced which will include breakers, disconnects, panels, conductors, conduits, junction boxes, etc. Old disconnecting equipment serving the existing mechanical equipment will be replaced with new disconnects to serve new mechanical equipment.

Additional spaces will receive access controls that tie back into the building system.

Access controls will include a card reader and necessary camera for surveillance.

All existing interior light fixtures in the scope of the project will be replaced with new LED luminaires. The characteristics of the luminaires are multi-volt, 3500K, minimum of 80 CRI, and 0-10VDC dimmable. In the kitchen and utility areas, the lighting shall be 4000K color temperature for increased visual acuity.

New LED exterior wall mounted luminaires shall replace the existing luminaires in the kitchen and utility areas, the lighting shall be 4000K color temperature for increased visual acuity along the west exterior wall. These characteristics of these luminaires shall be multi-volt, 4000K, minimum of 80 CRI and be provided with integral photocells. The existing exit signs, emergency battery fixtures shall remain and not be replaced. The existing track lighting in the VCS store will remain and not be replaced.

The existing facility with be provided with new automatic lighting controls within the project scope area. The dining/servery area, corridor, vending area and lobby along with the VCS store shall be provided with networked occupancy sensors and switches. These areas shall also be provided with a time clock to hold the lighting on during normal business hours. After normal business hours, some lights will be designated to be on 24/7 for walkthrough lighting. When a person enters these areas after normal business hours, the occupancy sensors will turn the lights on until the area is vacated when once again the lights will be automatically turned off and only the walkthrough lights will remain on.

The lighting in the kitchen will be turned on by either automatically with a time schedule or manually with a light switch. The time schedule function will hold the lighting on during normal business hours. After normal business hours, some lights will be designated to be on 24/7 for walkthrough lighting. When a person enters these areas after normal business hours, the occupancy sensors will turn the lights on until the area is vacated when once again the lights will be automatically turned off and only the walkthrough lights will remain on.

Non-public areas such as offices, storage rooms, housekeeping, toilets will be provided with line voltage automatic lighting control devices including switches with integral occupancy sensors or ceiling mounted occupancy sensors.
