About this file

This document is a comprehensive 100% contract bid specification for the preparation of an existing space to accommodate a new Computed Tomography (CT) unit in Room A259 at the Veterans Affairs Saint Louis Health Care System. The project encompasses selective demolition, installation of a dedicated HVAC system, abatement of asbestos-containing materials, electrical modifications, plumbing alterations, fire protection modifications, and structural work as needed. The scope includes preparation of approximately 3 radiators assumed to contain asbestos insulation and backing material, with a contract performance period of 210 calendar days after notice to proceed.

The specifications integrate multiple construction divisions covering general requirements, site safety and infection control, asbestos abatement, HVAC systems installation and commissioning, structural requirements, and mechanical/electrical systems. Key technical sections address HVAC common work results, motor requirements, noise and vibration control, testing and balancing, insulation, commissioning, and direct-digital control systems. The document mandates compliance with federal standards including OSHA regulations, EPA requirements for asbestos handling and disposal, NFPA codes for fire safety, and VA-specific design standards. Critical requirements include a full-time Site Safety and Health Officer with specific certifications, infection control risk assessments classified as Class IV, preparation of detailed activity hazard analyses, comprehensive decontamination procedures, and final air clearance testing by an independent industrial hygienist. The contractor must coordinate with VA operations to maintain facility functionality during construction, manage hazardous materials according to EPA protocols, and provide extensive documentation including as-built drawings, warranty management plans, and operation and maintenance manuals upon project completion.
