About this file
This is Amendment 0003 to solicitation 36C25526R0098 issued by the Department of Veterans Affairs Network Contracting Office for the preparation of space for a new Computed Tomography (CT) system at the Saint Louis VA Medical Center, John Cochran Division. The amendment was issued on March 30, 2026, with an effective date of April 27, 2026, and extends the proposal due date to May 14, 2026, at 2:00 PM CST. The work involves preparing an existing space (Room A259) for a new CT system, including installation of a dedicated HVAC system to enable procedures to occur in that location.
The amendment provides clarifications to bidders' questions from the April 10, 2026, site visit and includes new CT equipment specifications for the Naeotom Alpha system. Key clarifications address: (1) the project is not tax-exempt and all state and local sales/use taxes must be included in bids; (2) staffing roles—the site superintendent may serve as the safety officer but cannot serve as project manager or quality control manager, with no single individual allowed to hold all three positions; (3) the general contractor is responsible for submittal exchange maintenance (e.g., Procore), floor protection during equipment installation, crane provision and coordination with the CT manufacturer/installer, and scheduling work to minimize disruption to medical center operations; (4) temporary containment systems (Starc wall panels) are acceptable as alternatives to 1-hour-rated hard barriers; (5) the VA will provide radiation shielding design information by May 7, 2026; and (6) design electrical information is based on the purchased CT equipment specifications. The contractor must acknowledge receipt of this amendment prior to the proposal submission deadline.

(April 10, 2026)
1. Please confirm project will not be tax exempt.
Answer: Correct, project will not be tax exempt Special Note regarding FAR 52.229-3: Federal, State and Local Taxes: Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor's use of any tax exemption directly applicable to the Government under this procurement. A price change request upon award relating to the inclusion of state and local sales or use taxes will not be accepted.
2. Please advise if the designated SSHO and Competent Person role can be fulfilled by the site superintendent or will the SSHO and Competent Person role be a full time separate person?
Answer: The superintendent may serve as the safety officer, but not project manager or quality control manager. The project manager can be the same individual as the quality control manager or safety officer, but not all 3. No more than two positions may be held by the same person.
3. Is the General contractor required to include cost for submittal exchange?
Answer: Yes, the GC is responsible for maintaining submittal exchange, i.e. Procore, etc. throughout the duration of the project.
4. Will GC be responsible for floor protection while equipment vendor removes existing and installs new CT Scanners?
Answer: Yes, as noted on A610: GC to provide uniform weight distribution to accommodate new CT machine and rigging load to minimize the point load on existing concrete. GC is responsible for providing floor protection.
5. If GC is to provide floor protection, please specify what material will need to be used.
Answer: GC to determine best material to provide uniform weight distribution to minimize point load on the existing concrete as noted on sheet A610.
6. Will the GC be responsible for supplying the crane and platform used for CT Scanner install?
Answer: Yes, GC will be responsible and shall coordinate needs with CT manufacturer/installer.
7. Will core drilling need to be done at night?
Answer: In the event that noise disrupts the medical center operations, the Contractor shall stop the work immediately as directed by the VA COR and will work during the hours that have the least impact on the patient and staff at no additional cost to the government.
8. Reference - 01 45 00 3.4B & 01 45 00 3.1: Confirm if the Onsite Superintendent can cover the role of Quality Control Manager.

Answer: GC will be responsible and shall coordinate needs with CT manufacturer/installer.
13. Reference - New CT Data: Please provide new CT product data for size and to confirm if doors will have to be removed for transport.
Answer: Please see attached New CT – Naeotom Alpha typical Final.
14. Reference – AD 102: Confirm whether temporary containment systems, such as Starc wall panels, are acceptable in lieu of a 1-hour-rated hard barrier during construction. 1 hour framed wall will cause damage to flooring in hallway requiring patching of flooring system.
Answer: The Infection Prevention (IP) Team has confirmed that Starc wall for containments are good.
15. Reference – A600: Finish Schedule on A600 calls for a rubber base, but details call out for an integral base from the SWV. Confirm that it is an integral base and not a rubber base.
Answer: Answer: Detail is correct. Where Seemless Welded Vinyl flooring is installed, the base should be integral.
16. Reference - G005 Note M: Confirm if VA has performed radiation study to determine the required lead thickness for pricing.
Answer: The VA is conducting the shielding design. The info will be made available on or before May 7, 2026.
17. Reference – E-502: This sheet notes that all information is based on generic equipment data. When will site specific drawings be available with locations of connections shown to confirm final conduit and conductor requirements.
