Building 69 work includes membrane roof replacement and targeted repairs, with 50% of work required to occur after-hours at no additional cost. The contractor must comply with VA security management protocols including badging requirements, restricted site access, photography prohibitions, and document control procedures. Construction must maintain CVAMC operations 24/7 with scheduled utility interruptions requiring 7-15 days advance written notice to the Contracting Officer. The contractor is responsible for phased work planning across eight phases for Building 139 and three phases for Building 69, site fencing, material storage in designated areas, temporary heat and utilities, and maintaining minimum temperatures of 40°F. Critical Path Method (CPM) scheduling is required with detailed activity definitions, cost loading, and monthly updates. Shop drawings, product data, samples, and equipment manuals (hard copy and electronic) must be submitted for approval prior to installation. The contractor must establish a comprehensive warranty management plan including extended warranties for roofs, HVAC systems, and commissioned fire protection systems, with 4-month and 9-month post-acceptance inspections. As-built drawings in scanned PDF format must be delivered within 15 calendar days of phase completion. Photographic documentation with online indexing and navigation is required throughout construction at critical milestones and pre-determined intervals, minimum 6 megapixels per image, with contractor-provided hosting and technical support.
