About this file
This document is the Source Selection Criteria for a federal contract opportunity to repair the exterior granite facade of a building. The evaluation criteria include the firm's specialized experience in exterior facade renovations, construction safety procedures, project personnel qualifications, past performance, and price proposal. Specific requirements include a minimum of 10 years' experience in facade renovations, at least 80,000 SF of previous renovation experience, and familiarity with VA Design Guides and NFPA standards for high-rise buildings. The evaluation will consider the firm's management approach, quality control, and prior experience working together as a team. Past performance will be assessed based on cost control, quality, and schedule compliance, with a focus on recent VA projects or other large-scale commercial buildings. Pricing will be evaluated as part of a best value trade-off. The related federal contract opportunity is Solicitation 36C24524R0037 for Project #512-23-901 Granite Exterior Repair Construction, issued by the Department of Veterans Affairs Veterans Health Administration.

Construction Selection Criteria
The evaluation will consider the firm's proposed price proposal for the construction scope of work - trade off best value.
Description
10+ Years in specialized experience and technical competence in the construction and construction period services provided for exterior facade renovations, or upgrades. Include no more than six (6) Government and private experience projects similar in size, scope and complexity, and experience with obtaining permits on a local, state, or federal level. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm and any key subcontractors working together on relevant projects and familiarity with VA Design Guides/Manuals, Master Specifications and other applicable standards. Minimum applicable building size is 80,000 SF of renovation and a NFPA-defined 'high-rise' building.
This evaluation will factor in the specialized experience a firm has with construction safety, including obtaining required permits. A project of this scale will require pedestrian safety and working knowledge of the setup and installation of temporary structures (i.e. scaffolding and bracing) erected in a correct, safe manner.
Professional qualifications necessary for satisfactory performance of required service. The evaluation shall consider the specific experience and qualifications (i.e., trades, disciplines, training, certifications, overall relevant experience, and longevity with the firm as full time employees) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications.
Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. The past performance will be evaluated for all projects provided in section F to include a review of Contractor Performance Assessment Rating System (CPARS). The following information is required for all projects noted in section F: contract/task order number, project title, prime firm, start date, and completion date. Evaluations may also include additional performance related from the firm, customer inquiries, Government databases, publicly available sources, and additional projects in CPARS. Evaluations will consider superior performance ratings on recently completed VA projects or any large-scale industrial/commercial building, as well as the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Also, consider, as appropriate, the record of significant claims against the firm because of improper or incomplete architectural and engineering services. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. If there is no past performance rating, the firm will recieve a neutral rating.
