This is a Combined Synopsis/Solicitation Notice (Solicitation Number 36C24426Q0498) issued by the Department of Veterans Affairs, Network Contracting Office 4, for the replacement of ceiling-mounted patient care lift systems at Wilkes-Barre VA Medical Center in Pennsylvania. The solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with responses due by May 15, 2026, at 2:00 PM Eastern Time. The contracting officer is Tyler Kraft (tyler.kraft@va.gov, 267-412-6252). The acquisition uses NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) and Product/Service Code 6515. The solicitation specifies "Brand Name or Equivalent - Guldmann GH3" ceiling lifts, with a mandatory on-site visit scheduled for April 24, 2026, and questions due by May 1, 2026.

The scope includes design, site evaluation, labor, materials, equipment, and complete installation of 117 new Guldmann ceiling lift systems across various room configurations (3x3 through 9x4 meters), plus 102 ceiling-mounted track and rail systems with Combi locks for bathrooms. The contractor must provide 90 standard lifts with scales, 12 trainer lifts with scales, and 16 heavy-duty (825-pound) lifts, all with medium hanger bars and continuous AC charging capability. Additional deliverables include removal and disposal of 133 existing Liko lift motors (to remain on-site), removal of existing track systems, design drawings with up to three revisions, drywall patching, and OEM-certified training for all clinical staff. The contract includes a three-year warranty on lift units and five-year warranty on batteries, with all parts, labor, and service calls covered during the initial three-year period. A one-year performance period from award is specified, with installation occurring at 2 rooms per day, Monday through Friday, 8:00 AM to 5:00 PM, subject to infection control and safety requirements. The contractor must obtain OEM certification, submit detailed project schedules within 15 days of award, comply with VA infection control protocols, and have project personnel certified in OSHA construction safety courses.

B.4 STATEMENT OF WORK

Ceiling Mounted Patient Lifts and Track Replacement

Wilkes Barre VA Medical Center

A. GENERAL INFORMATION

1. Title of Project: Brand name or Equal Guldmann fleet Ceiling lift, track, rail, and pendant replacement for the Wilkes Barre VAMC, VISN4, 1111 East End Blvd, Wilkes Barre, PA, 18711.

2. Scope of Work: The selected contractor shall provide all resources necessary to accomplish the deliveries described in this statement of work (SOW), except as otherwise specified. Replacement of all Liko ceiling lift motors, rails, and pendants with the name brand or equivalent Guldmann lifts. The facility currently has 133 Liko systems but due to difference in manufacturers’ weight capacity utilizing brand name or equal to Guldmann lifts will allow us to decrease the QTY of motors from 133 to 117.

3. Overview: Wilkes Barre VA, 1111 East End Blvd, Wilkes Barre PA 18711, has 24 Liko ceiling lifts that will reach manufactures replacement requirements in FY2026, but it is in the best interest to replace all lift systems so the facility will not have two standards of care. There are an additional 93 lifts in the medical center to be replaced. Total systems to be replaced are 133. Safe Patient Handling Mobility (SPHM) Directive 1611 indicates that equipment must be replaced following manufacturers’ recommendations. It will be advantageous to replace all the ceiling lifts simultaneously. This approach will ensure the facility uses a single vendor and a uniform style of ceiling lift throughout the building. Having a single-vendor solution will eliminate the need for clinical staff to be cross-trained on two different types of lifts. Additionally, it will help avoid having two standards of care, for example, differences in weight capacity, sling configurations, and operational controls between lift styles which may cause confusion among staff. Some essential Liko components are on indefinite backorder and must be manufactured, which suggests that our current brand may not be able to provide adequate support for our system. In addition, the current pendants and ceiling supports will be due to be replaced in FY2032.

Wilkes Barre VA is soliciting a contractor to furnish all design, site evaluation, labor, materials, equipment, and installation of ceiling-mounted patient care lifts in the existing units, with removal of preexisting ceiling lift motors, ceiling lift tracks, pendants and ceiling supports with replacement of the brand name or equal request. The Ceiling lift motors that are being removed are to remain onsite, all other parts will be taken away by contractor. Numerous utility systems occupy this space and must be considered when installing new equipment above the ceiling. It is strongly recommended that the contractor perform a thorough site evaluation prior to submitting a proposal.

All parts, labor, and service calls will be covered during the initial three-year period, and batteries will be covered for five years. The new motors have an expected lifespan of 15 years, while the rail systems are expected to last 25 years, with the option to extend the warranty period.

Offload weight must be adjustable during a single session so that a patient can progress during that session or if a patient requires more or total assistance. At all other times the lift must be able to be used as a normal ceiling lift system for standard transfers and repositioning, as well as weighing patients without the need for an external scale system.

Operation of the system must be smooth with no fast or jerky starts and stops. Operation of the system must allow for adequate lifting height allowing for transfer of patient from bed.
