Solicitation Summary

This document is an Amendment 0001 to a Request for Quote (RFQ) issued by the Department of Veterans Affairs, Network Contracting Office 4, for the Wilkes-Barre VA Medical Center. The amendment modifies Statement of Work language regarding lift system installation, specifically revising requirements for existing components. The RFQ response deadline remains 05/15/2026 at 2:00 PM EST, and all other terms remain unchanged.

The solicitation (36C24426Q0498) procures a complete turn-key solution for the replacement of 133 ceiling-mounted patient lift systems with brand name or equivalent Guldmann lifts, including all track, rail, pendant, and motor components. The contractor must supply and install 117 new Guldmann lift units across various room configurations (3x3, 4x3, 5x3, 6x3, 6x5, 3x4, 5x4, 4x4, and 6x7 sizes), remove and retain existing motors on-site, remove and dispose of all other existing lift equipment, provide design/engineering services with stamped drawings, conduct weight testing at 1.5 times working load capacity, perform drywall repairs, and deliver OEM-certified training to all clinical staff. Critical amendment change: No existing components from the old lift system shall be utilized; all OEM-approved hardware must be used to install lift motors and track. The contract requires OEM certification for the installer, compliance with infection control protocols (Class V for operating rooms), OSHA safety certifications for personnel, a 3-year warranty on lift units with 5-year battery coverage including parts, labor and shipping, and completion within 365 days of award. The facility will provide safe storage, equipment access, electricity, utilities, and pathways; all travel costs are included in the contractor's quote. Delivery is FOB Destination to Wilkes-Barre VAMC, 1111 East End Boulevard, Wilkes-Barre, PA 18711.

STATEMENT OF WORK

Ceiling Mounted Patient Lifts and Track Replacement

Wilkes Barre VA Medical Center

A. GENERAL INFORMATION

1. Title of Project: Brand name or Equal Guldmann fleet Ceiling lift, track, rail, and pendant replacement for the Wilkes Barre VAMC, VISN4, 1111 East End Blvd, Wilkes Barre, PA, 18711.

2. Scope of Work: The selected contractor shall provide all resources necessary to accomplish the deliveries described in this statement of work (SOW), except as otherwise specified. Replacement of all Liko ceiling lift motors, rails, and pendants with the name brand or equivalent Guldmann lifts. The facility currently has 133 Liko systems but due to difference in manufacturers’ weight capacity utilizing brand name or equal to Guldmann lifts will allow us to decrease the QTY of motors from 133 to 117.

3. Overview: Wilkes Barre VA, 1111 East End Blvd, Wilkes Barre PA 18711, has 24 Liko ceiling lifts that will reach manufactures replacement requirements in FY2026, but it is in the best interest to replace all lift systems so the facility will not have two standards of care. There are an additional 93 lifts in the medical center to be replaced. Total systems to be replaced are 133. Safe Patient Handling Mobility (SPHM) Directive 1611 indicates that equipment must be replaced following manufacturers’ recommendations. It will be advantageous to replace all the ceiling lifts simultaneously. This approach will ensure the facility uses a single vendor and a uniform style of ceiling lift throughout the building. Having a single-vendor solution will eliminate the need for clinical staff to be cross-trained on two different types of lifts. Additionally, it will help avoid having two standards of care, for example, differences in weight capacity, sling configurations, and operational controls between lift styles which may cause confusion among staff. Some essential Liko components are on indefinite backorder and must be manufactured, which suggests that our current brand may not be able to provide adequate support for our system. In addition, the current pendants and ceiling supports will be due to be replaced in FY2032.

Wilkes Barre VA is soliciting a contractor to furnish all design, site evaluation, labor, materials, equipment, and installation of ceiling-mounted patient care lifts in the existing units, with removal of preexisting ceiling lift motors, ceiling lift tracks, pendants and ceiling supports with replacement of the brand name or equal request. The Ceiling lift motors that are being removed are to remain onsite, all other parts will be taken away by contractor. Numerous utility systems occupy this space and must be considered when installing new equipment above the ceiling. It is strongly recommended that the contractor perform a thorough site evaluation prior to submitting a proposal.

All parts, labor, and service calls will be covered during the initial three-year period, and batteries will be covered for five years. The new motors have an expected lifespan of 15 years, while the rail systems are expected to last 25 years, with the option to extend the warranty period.

Specific Details:

*Vendors will be provided one day for an on-site visit prior to submitting bids. Date will be coordinated between the Contracting Officer and the Wilkes Barre VA Medical Centers Biomedical Engineering Department.

- Tentative Site Visit Date: 4-24-26

10. Procurement and installation will be conducted in 4 phases:

a. Design: Vendor will provide brand name or equal shop drawings for each installation; design will include up to 3 revisions.

b. Shipment: Products will be manufactured and shipped 6-8 weeks upon receipt of P.O.

c. Installation: This procurement will be provided with a 1-year POP from receipt of PO.

i. Work hours will be between 8am-5pm Monday through Friday unless installation in specific area will hinder POCs working hours patient care.

ii. Installers must be certified, insured and contracted and will comply with the requirements and regulations as provided by the Wilkes-Barre

VAMC

iii. System will be designed to accommodate a maximum weight rating of 1100 lbs.

iv. Patient lift rail design will not add, remove or modify the existing building structure.

v. Completed system will be weight tested at 1.5 times the working load weight capacity, test reports must be provided to Biomedical engineering to be placed on file.

The rail systems must be designed, constructed, and installed in an X-Y (room-covering) design; in such a manner as to allow for maximum utilization of patient room space.

Supplier must be able to provide a patient lift with automatic, hands free, dynamic body weight support and fall protection in real time during any selected patient care activity, rehab/therapy session or mobility sessions; clinical staff must be able to enter a specified “offload” weight, appropriate for the patient and particular task, directly into the hand control, after which the lift must continually offload the specified weight as patient moves and their center of gravity changes, without the need for staff to continue operating the hand control. Offload weight must be adjustable during a single session so that a patient can progress during that session or if a patient requires more or total assistance. At all other times the lift must be able to be used as a normal ceiling lift system for standard transfers and repositioning, as well as weighing patients without the need for an external scale system.

Operation of the system must be smooth with no fast or jerky starts and stops. Operation of the system must allow for adequate lifting height allowing for transfer of patient from bed. Track systems shall be self-supporting either from the ceiling or from a post mounted system as required due to existing conditions. All rails will be an AC continuous charge system to prevent sparking in rails. All lift systems must have the ability to weigh a patient in kilograms and pounds. No existing components from old lift system shall be utilized, All OEM approved hardware must be utilized to install the lift motors and track.
