Evaluation factors for award

The Government will award a Firm Fixed Price construction contract resulting from this solicitation. Award will be made to the responsible offeror whose proposal conforms to the solicitation requirements and which represents the best value to the Government, price and other factors considered. Competitive best value tradeoff source selection procedures will be used to evaluate proposals IAW FAR 15.101-1 – Tradeoff process.

Technical factors (Project Experience and Past Performance) are equal in importance. When combined, technical factors are approximately equal to price factor; however, as proposals become more equal in their technical merit, the evaluated price becomes the determining factor. The Government may make tradeoffs between price and technical merit when determining if the increased technical merit is worth the increased price.

The Government intends to evaluate proposal(s) and award contract without discussions with offeror(s) (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from technical standpoint and price. This does not preclude the Contracting Officer from holding discussions if it is determined discussions are necessary.
