About this file

This document contains written questions and answers related to a Request for Proposals (RFP) issued by the State of Arkansas Treasurer of State's Office for Global Custody Services. The RFP requests proposals for custody services to manage the state's investment portfolio, including requirements around account management, cash management, reporting, and other custody-related services. The RFP specifies a live proposal opening date, and requests information on the portfolio's current state, including number of accounts, asset types, transaction volumes, and cash management practices. Performance measurement and disaster recovery capabilities are also addressed.

Regarding pricing, the RFP allows contractors to provide a separate pricing model in addition to the required pricing sheet. The terms of the State's standard custody contract are open to negotiation. The RFP also notes that the state is open to considering alternative approaches to business recovery procedures. Accounting services are not in scope for this RFP. The state currently uses a sweep platform infrequently and prefers to maintain a near-zero cash balance.
