This is a Request for Quotation (RFQ) issued by the Oregon Liquor and Cannabis Commission (OLCC) for inventory transition services supporting the agency's relocation of distilled spirits warehousing from two legacy facilities—Milport Receiving Warehouse and Milwaukie Shipping Warehouse—to a new distribution facility in Canby, Oregon. The selected vendor will conduct a comprehensive inventory analysis and develop a transition strategy to ensure a smooth operational shift with the Canby warehouse scheduled for go-live on March 1, 2027. Quotes must be submitted through OregonBuys by October 28, 2026, at 3:00 PM PST. Key deliverables include a kick-off meeting within three days of contract execution, an Inventory Assessment due three days after kick-off, an Inventory Strategy and Recommendation Report due five days after the assessment, and a Final Presentation to Agency Leadership on or before November 13, 2026. Bidders must demonstrate relevant experience with similar projects and provide staff qualifications and references; OLCC will provide warehouse access and data support within two days of contract execution.

Pricing must be held firm for 30 days from submission. Quote submissions must include a company profile with relevant experience, proposed methodology and approach, project timeline, itemized cost estimates, staff qualifications, and references for similar projects. Vendors may propose alternate products or methodologies that meet or exceed stated requirements if clearly marked as such. The RFQ does not identify any set-asides or incumbents. The scope emphasizes maintaining top 200 SKUs at one week of supply at Milwaukie during transition while enabling efficient depletion of legacy warehouse inventory, with product receiving at Milport to cease on a date determined by vendor analysis. The vendor must analyze current inventory levels, historic and forecasted sales with emphasis on holiday peak periods, weeks-on-hand metrics by product categorization, and develop phased transition and contingency strategies to maintain uninterrupted distribution through the 2026 holiday season and into early 2027.

OLCC Inventory Analysis and Warehouse Transition Planning

The Oregon Liquor and Cannabis Commission (OLCC) is seeking quotes form qualified vendors to conduct a comprehensive inventory analysis and develop a transition strategy supporting OLCC’s move from its current warehouse facilities to a new distribution facility in Canby, Oregon. The Canby warehouse is scheduled to go live on March 1, 2027.

The selected vendor will analyze existing inventory, historic and forecasted sales, and operational needs to provide data-driven recommendations that ensure a smooth and efficient transition while maintaining appropriate stock levels during peak demand periods.

Background

OLCC currently stores distilled spirits inventory across two facilities:

Milport Receiving Warehouse and, Milwaukie Shipping Warehouse.

To support the transition to the new Canby facility, OLCC must:

Strategically manage existing inventory levels, discontinue receiving at Milport and gradually shift outbound shipments to Canby on a phased basis while maintaining uninterrupted distribution through the 2026 holiday season and early 2027.

OLCC is requesting vendor support to provide analysis and recommendations that will guide this transition effectively.

Objectives:

The selected vendor shall:

1. Analyze current distilled spirits inventory across both existing warehouses.

2. Review historic and forecasted sales, including seasonal holiday demand.

3. Determine the appropriate inventory levels for the Milwaukie facility during the transition period.

4. Develop an optimized strategy and timeline for shifting shipments from Milport and Milwaukie locations to the Canby facility.

1. Top 200 products: maintain one week of supply at the Milwaukie warehouse

2. All other products are to be shipped directly to the Canby warehouse or ensure OLCC ships remaining inventory prior to go-live.

3. Provide recommendations for the date by which product receiving at the Milport warehouse should cease.

5. Identify product groups that should be prioritized for early transition to Canby based on demand, velocity, and shelf-rotation needs.

6. Group products by vendor to determine volume that could be moved by vendor owned carriers through the transition period to include post go-live.

Transition Timeline and Plan

Vendor shall develop a detailed transition schedule including but not limited to:

1. Start date for directing shipments to the Canby warehouse

2. Phased inventory depletion plan for both the Milport and Milwaukie locations
