About this file
This Request for Quotation (RFQ) is issued by the Oregon Liquor and Cannabis Commission (OLCC) seeking qualified vendors to conduct a comprehensive inventory analysis and develop a transition strategy for the agency's move from its current warehouse facilities in Milport and Milwaukie to a new distribution facility in Canby, Oregon, with a go-live date of March 1, 2027. The project requires vendors to analyze current distilled spirits inventory across both existing warehouses, review historic and forecasted sales data with emphasis on peak holiday periods, determine appropriate inventory levels for the transition period, develop an optimized strategy and timeline for shifting shipments to Canby, and ensure sufficient stock levels—particularly the top 200 SKUs—are maintained throughout the transition while enabling efficient depletion of legacy warehouse inventory. Bidders must submit quotes by October 29, 2026, at 3:00 PM PST via OregonBuys. Deliverables include a kick-off meeting within 3 days of contract execution, an Inventory Assessment within an unspecified number of days after kick-off (noted as "3 X days"), an Inventory Strategy and Recommendation Report within an unspecified number of days of the Assessment (noted as "5 X days"), and a Final Presentation to Agency Leadership on or before November 13, 2026. OLCC will provide access to data, inventory reports, sales history, forecasting tools, and warehouse staff by October 30th.
All pricing must be held firm for 30 days from the quote submission date. Interested bidders must include in their quotes a company profile with relevant experience, proposed methodology and approach, project timeline, itemized cost estimate, staff qualifications, and references for similar projects. The RFQ document indicates internal concerns regarding the tight project timeline, with internal notes questioning whether completion dates are achievable given the time required for OLCC to review bids, develop a contract, obtain signatures, and allow the vendor adequate time to complete the work. No set-asides, incumbent information, or funding sources are identified in the RFQ document. Vendors are permitted to propose alternate products or approaches that meet or exceed the stated requirements, provided such alternates are clearly marked in their proposals.

OLCC Inventory Analysis and Warehouse Transition Planning The Oregon Liquor and Cannabis Commission (OLCC) is seeking quotes form qualified vendors to conduct a comprehensive inventory analysis and develop a transition strategy supporting OLCC’s move from its current warehouse facilities to a new distribution facility in Canby, Oregon. The Canby warehouse is scheduled to go live on March 1, 2027.
The selected vendor will analyze existing inventory, historic and forecasted sales, and operational needs to provide data-driven recommendations that ensure a smooth and efficient transition while maintaining appropriate stock levels during peak demand periods.
Background OLCC currently stores distilled spirits inventory across two facilities:
Milport Receiving Warehouse and Milwaukie Shipping Warehouse.
To support the transition to the new Canby facility, OLCC must:
Strategically manage existing inventory levels, discontinue receiving at Milport and gradually shift outbound shipments to Canby on a phased basis while maintaining uninterrupted distribution through the 2026 holiday season and early 2027.
OLCC is requesting vendor support to provide analysis and recommendations that will guide this transition effectively.
Objectives:
The selected vendor shall:
1. Analyze current distilled spirits inventory across both existing warehouses.
2. Review historic and forecasted sales, including seasonal holiday demand.
3. Determine the appropriate inventory levels for the Milwaukie facility during the transition period.
4. Develop an optimized strategy and timeline for shifting shipments from Milport and Milwaukie locations to the Canby facility.
5. Ensure sufficient stock levels – particularly the top 200 SKU’s – are maintained until the Canby facility is fully operational, while enabling efficient depletion of legacy warehouse inventory.
Scope of Work:
Data Review and Analyze:
Vendor shall review and analyze:
1. Current inventory levels for all distilled spirits products
2. Historic sales data, with emphasis on peak holiday periods
3. Forecasted sales through Q1 of 2027
4. Weeks – on – hand metrics for all sku’s
5. Production categorization and weeks – on – hand for
· Regular high – velocity items
· Slow – moving regular items
· Seasonal items
· Temporary items
· One-time buys
· Special orders
Inventory Strategy Development Vendor shall determine appropriate stocking levels for the Milwaukie warehouse during the transition, which includes the following:
1. Top 200 products: maintain one week of supply at the Milwaukie warehouse
2. All other products are to be shipped directly to the Canby warehouse or ensure OLCC ships remaining inventory prior to go-live.
3. Provide recommendations for the date by which product receiving at the Milport warehouse should cease.
4. Identify product groups that should be prioritized for early transition to Canby based on demand, velocity, and shelf-rotation needs.
5. Group products by vendor to determine volume that could be moved by vendor owned carriers through the transition period to include post go-live.
Transition Timeline and Plan
Vendor shall develop a detailed transition schedule including but not limited to:
1. Start date for directing shipments to the Canby warehouse
2. Phased inventory depletion plan for both the Milport and Milwaukie locations
3. Threshold triggers (e.g., weeks-on-hand, forecasted demand) for shipment shifts
4. Contingency strategies for seasonal demand spikes

Dates may be too tight. Is there any leeway on these dates? OLCC will need time to review bids, develop a contract and obtain signatures and the vendor needs time to do the work. My calculations put the completion late into the week of the 20th at best.
