About this file

This document is a Questions and Answers (Q&A) file issued by the Oregon Department of Transportation (ODOT) for RFP/Bid Solicitation Number S-73000-00013619 for Audiometric Services. The RFP seeks a contractor to provide mobile audiometric testing and counseling services across all five ODOT regions, involving approximately 1,500 annual mobile testing services. The services include otoscopic evaluations, counseling, earplug fitting, audiometric review, and data record entry. Bidders are required to address capabilities such as mobile testing vehicle availability, with the procurement allowing for potential custom earplug services. The proposal response is due by May 8, 2025, with an anticipated Notice of Intent to Award approximately three weeks after bid opening, and an initial contract term of 5 years.

The contract has a not-to-exceed amount of $150,000 and is contingent upon Oregon Legislative funding approval. The evaluation process will be competitive, with a total possible score of 2,000 points, assessing management approach, facility capabilities, personnel expertise, and equipment quality. The RFP includes an Aspirational Target of 12% for Certified Small Businesses and provides opportunities for additional points by demonstrating Oregon-based services and recycled material usage. Proposers must submit three references and comply with state regulations, including non-discrimination practices and tax law adherence. The solicitation also offers a Buy Oregon Preference option, allowing vendors to potentially qualify for state procurement preferences by certifying that all proposed goods and services are fabricated or processed entirely within Oregon.

Oregon Department of Transportation Questions and Answers No. 2 (Questions #3-6) RFP/Bid Solicitation Number: S-73000-00013619 RFP TITLE: Audiometric Services Issued: May 07, 2025 Following are questions, and Agency’s answers, for the above referenced RFP. This document does not change the RFP requirements or otherwise modify the RFP documents. Changes or modifications to this RFP shall be binding on Agency only if in the form of written addenda published on OregonBuys.

Q1: A discrepancy was noticed between the SOW and RFP. Under section 2.3.2 of the RFP states “The purpose of this contract is for a Contractor to provide mobile audiometric testing and counseling services as defined in this contract for ODOT Regions 1, 2, 3, 4 and 5.” However the Sample Contract Exhibit A. Statement of Work Section A. States “The purpose of this contract is for a Contractor to provide mobile audiometric testing and counseling services as defined in this contract for ODOT Regions 3, 4 and 5. Is this for all regions or only the three specified in the Sample Contract?

Answer #1: This RFP is for all 5 ODOT Regions. An official RFP Addendum will follow up shortly after this Q&A document to make those changes in OregonBuys.

Q2: Under RFP Section 3.5.2.4 Evaluation Item 4 – The title states that it is for Equipment Capability and Quality, however the narrative below asks for reference scores and Attachment F- Reference Sheet which does not exist in OregonBuys. Was Exhibit F left out or where can I find Exhibit F?

Answer #2: The narrative for Section 3.5.2.4 was erroneously left in and should have included language that is more inline with what the Title is inferring. An official RFP Addendum will follow up shortly after this Q&A document to make those changes in OregonBuys.

---------------------------------------------------END OF Q&A #1----------------------------------------- Q3: Does part 3.5.2.3 of this solicitation mean that Custom Earplugs are included in the scope?: “…and earplug fitting services…” Answer #3: If your company provides custom earplugs and fitting services please provide that in your response including any pricing.

Q4: Is there a waiver for only having one mobile test truck?

Answer #4: If you do not have two mobile service vehicles please include how you would maintain the established testing schedule should your single vehicle not be available.

Q5: Does the provider have total control over what location is tested on what weekday?

Answer #5: The schedule is a coordinated effort between the agency and the vendor. We provide you with the location and estimated number of employees to test and typically you’d provide a proposed schedule. We then send that out to determine if there are any scheduling conflicts with the crew.

Q6: If Q3 above is true, can bids for testing and Custom Earplugs be sent separately?

Answer #6 All bids are due by the posted end date and time in the RFP and OregonBuys. Our current price agreement for custom hearing protection ends in June and I cannot guarantee the agency will or will not seek another price agreement for custom hearing protection.
