About this file

This document is a Questions and Answers (Q&A) addendum for the Oregon Department of Forestry (ODF) Type 3 Standard Category Turbine Powered Helicopter Request for Proposal (RFP) #S-62900-00013094. The Q&A addresses two key questions regarding the procurement: first, clarifying the requirements for aircraft, pilots, and mechanics to be carded under the United States Forest Service (USFS) Type 3 Multiple Award Task Order Contract (MATOC), and second, addressing the helicopter's HOGE (Hover Out of Ground Effect) payload weight requirement. The document confirms that all personnel and equipment must meet federal standards and be carded by the start of contract services, with proposers required to submit current USFS Cards or proof of pending inspection.

In response to the second question, the ODF agreed to lower the required HOGE payload from 850 pounds to 800 pounds, which will allow more helicopter models like the Bell Longranger to participate in the bidding process. This modification will be formalized through an addendum/amendment to be posted on OregonBuys, with applicable documents available in the attachments. The change aims to increase competitive bidding and accommodate helicopters that have historically performed successfully in similar roles. Proposers must still demonstrate that their aircraft, pilots, mechanics, and equipment meet federal approved standards and provide current or pending USFS Carding, with final federal approval required before performing services on federal lands under the contract.

OregonBuys Bid# S-62900-00013094 – Type 3 Standard Category Turbine Powered Helicopter Q&A #2

RFP # S-62900-00013094

TYPE 3 STANDARD TURBINE POWERED HELICOPTER

QUESTIONS & ANSWERS

Question 1:

Section 3.1 Minimum Requirements: Could you please clarify if aircraft, pilots, and mechanics are required to be carded under the USFS Type 3 MATOC or are only required to meet those standards.

Answer 1:

The aircraft, pilots, and mechanics are required to meet the standards and must be carded or eventually carded by the time the Contract Services start. Proposers must demonstrate in their Proposals that the aircraft, pilot(s), mechanic(s), and equipment offered meet federal approved standards and provide current USFS Carding. Proposals shall include a copy of current USFS Card(s) and email proof of inspection/review date from federal inspector is also required when provided Card expires before June 1, 2025. If not currently Carded, Proposer must provide proof of a pending review/inspection date by an email from a federal inspector with a date of the scheduled review/inspection; this will meet the requirement in lieu of current USFS Carding. ODF may proceed with awarding the Contract in anticipation that the pending review/inspection will be passed, and federal Carding will be approved for fire season. Aircraft, pilot(s), mechanic(s), and equipment must have federal approval prior to performing any Services on federal lands under the Contract.

Question 2:

In the Klamath Falls ODF type 3 helicopter RFP the state requires the helicopter HOGE payload to be 850lbs.

This weight will exclude most Bell Longranger helicopters from bidding, as most have a payload just under the required 850 lbs. Most Longrangers have a payload of around 800lbs to 830lbs. Would the state be willing to lower the required payload to 800lbs (category 3.800 in the USFS MATOC)? If the weight requirement was lowered by 50lbs there would be a much more competitive bid and it would not exclude the Bell Longranger from the process. The Bell Longranger has performed this job successfully for years.

Answer 2:

Yes, the state is willing to lower the required payload from 850lbs to 800lbs. An addendum/amendment will be posted on OregonBuys for these changes and applicable documents can be found in Attachments.
