About this file
This document is a Questions and Answers (Q&A) file for OregonBuys Bid #S-62900-00013094, specifically addressing the Type 3 Standard Category Turbine Powered Helicopter procurement by the Oregon Department of Forestry (ODF). The Q&A addresses a key clarification regarding Section 3.1 Minimum Requirements, specifically focusing on the certification requirements for aircraft, pilots, and mechanics under the United States Forest Service (USFS) Type 3 Multiple Award Task Order Contract (MATOC). The document confirms that all personnel and equipment must meet federal approved standards and be carded or in the process of being carded by the start of contract services, with proposals required to include current USFS Cards or proof of pending review/inspection from a federal inspector.
The Q&A response provides critical guidance for potential proposers, indicating that while not yet carded, bidders can still be considered if they provide email proof of a scheduled federal inspector review/inspection before the fire season. ODF may proceed with contract award anticipating that the pending review will be successfully passed. The key requirement is that aircraft, pilots, mechanics, and equipment must obtain federal approval prior to performing any services on federal lands under the contract. This document serves as an important clarification for bidders, ensuring they understand the certification and documentation requirements for participating in this specialized helicopter services procurement for wildland fire suppression operations.

OregonBuys Bid# S-62900-00013094 – Type 3 Standard Category Turbine Powered Helicopter Q&A #1
RFP # S-62900-00013094
TYPE 3 STANDARD TURBINE POWERED HELICOPTER
QUESTIONS & ANSWERS
Question 1:
Section 3.1 Minimum Requirements: Could you please clarify if aircraft, pilots, and mechanics are required to be carded under the USFS Type 3 MATOC or are only required to meet those standards.
Answer 1:
The aircraft, pilots, and mechanics are required to meet the standards and must be carded or eventually carded by the time the Contract Services start. Proposers must demonstrate in their Proposals that the aircraft, pilot(s), mechanic(s), and equipment offered meet federal approved standards and provide current USFS Carding. Proposals shall include a copy of current USFS Card(s) and email proof of inspection/review date from federal inspector is also required when provided Card expires before June 1, 2025. If not currently Carded, Proposer must provide proof of a pending review/inspection date by an email from a federal inspector with a date of the scheduled review/inspection; this will meet the requirement in lieu of current USFS Carding. ODF may proceed with awarding the Contract in anticipation that the pending review/inspection will be passed, and federal Carding will be approved for fire season. Aircraft, pilot(s), mechanic(s), and equipment must have federal approval prior to performing any Services on federal lands under the Contract.
