About this file

This is a Request for Applications (RFA) issued by the State of Oregon for participation in the Social Security Administration's Ticket to Work and Self-Sufficiency Program (TTW), as governed by 20 CFR Part 411. The RFA solicits qualified organizations to serve as Employment Networks (ENs) and/or Work Incentives Planning and Assistance (WIPA) providers to support SSA beneficiaries in achieving work goals and economic self-sufficiency. Applicants must demonstrate capacity to provide comprehensive employment services, vocational rehabilitation, benefits counseling, and work incentive planning assistance to individuals with disabilities. The application period establishes specific submission deadlines, with awards anticipated for organizations meeting Oregon's program requirements and SSA approval standards. Selected providers will enter into agreements with terms extending through the specified contract period, with potential for renewal based on performance metrics and continued program funding availability.

The RFA operates under federal funding from the Social Security Administration, with no state cost-share requirements specified for participation. Incumbent providers may continue under existing agreements pending satisfactory performance reviews and program continuation. Applicants must meet federal compliance standards, maintain appropriate licensing and certifications, and demonstrate financial stability and organizational capacity. Priority consideration may be given to organizations serving underserved populations or providing services in designated service areas with limited EN or WIPA provider availability. All selected ENs and WIPA providers must comply with federal reporting requirements, performance outcome measures, and beneficiary data collection standards as specified by SSA and state monitoring requirements.
