About this file

This document is a Q&A for an Invitation to Bid (ITB) issued by the Oregon Department of Human Services (ODHS) to establish a contract for the maintenance, repair, and upgrade of Magnetic Locks and implementation of Duress Devices with Monitoring Systems for its 20 SACU homes. The ITB covers ongoing maintenance, repairs, training, and support for the duress devices and monitoring systems. The number of alarm systems that need to be replaced is undetermined at this time and may require additional assessment. The written summary and questionnaire are evaluated on a pass/fail basis, and the evaluation scores are based on lowest cost since this is an ITB process. Bidders were given the opportunity to visit one of the homes, and images of the current systems in the other homes are provided for additional context.

The ITB does not require compliance with BOLI wage requirements. Staffing for the homes is 24/7. Bidders are required to submit a written summary and questionnaire, which allows ODHS to get to know the organization and ensure it meets the minimum qualifications. There is no specific set-aside or incumbent information provided in the document.
