About this file
This document is a Q&A related to a Request for Proposals (RFP) issued by the Arkansas Scholarship Lottery (ASL) for Advertising, Marketing and Media Buying Services. The RFP covers comprehensive advertising, marketing, and media buying services across all applicable communication channels to help develop and expand the ASL's business, brand, and product portfolio. The successful vendor will be tasked with providing recommendations for improvement on the ASL brand and/or new brand ideas. The RFP also covers website design and hosting, media buying services, and performance analytics. Vendors are required to submit written questions by February 17, 2023, and the contract term is unspecified.
The Q&A provides details on the ASL's current marketing plan, database management, KPI tracking, and website CMS. It clarifies that the ASL operates as a state-sanctioned monopoly and competes for consumer discretionary spending across all retail sectors. The ASL will evaluate the contractor's success based on biennial research metrics. Pricing information on the incumbent contractor's costs and commissions will not be provided prior to the submission deadline.

3 Competition Section 2.2 Competition Who are your competitors in the ?increasingly competitive gaming environment?? (Referencing Section 2.2)
ASL operates as a state-sanctioned monopoly in the lottery sector. ASL competes for retail consumer discretionary spend. Therefore, while ASL competes with many retailers, the most relevant indirect competition is for consumer gaming spend. By extension, all other forms of gaming are closley-related indirect competitors (i.e. legal sports betting, fantasy sports, horse racing and neighboring Casinos).
4 Competition Section 2.2 Competition
Which of these is considered a competitor: Oaklawn Racing
Casino Resort, Hot Springs, Ark. Southland Casino Hotel, West Memphis, Ark. Saracen Casino Resort, Pine Bluff, Ark.
(Referencing Section 2.2)
We are a monopoly, but we compete for consumer discretionary spending across all retail sectors. 'For profit' gamins is clearly indirect competition simply by virtue of the fact that our customer bases are heavily cross-pollinated.

Please see RFP Section 3.4. This would only be considered if a vendor had a large variant above or below the average calculated from all of the cost proposals. That vendor would then be asked for clarification to justify the variant.
